Abstract(s)
A descentralização e a implantação das autarquias locais constituem mecanismos de gestão
que visam melhorar a democracia e participação dos cidadãos na gestão de assuntos
públicos, a transparência e eficácia na provisão de bens e serviços.
Tal mecanismo requer um quadro de técnicos à altura de corresponder, não só com os
desafios da sua implementação, mas sobretudo com os de governação e desenvolvimento
local, uma vez que, segundo Guimarães (2002), a descentralização é um processo complexo
e de campo multidisciplinar. Posto isto, tratar deste assunto, sobretudo, num país como a
Guiné-Bissau, a condição básica deve ser a formação dos técnicos da administração pública,
especialmente, aqueles ligados diretamente à gestão do processo de descentralização. Daí
que este projeto objetiva reforçar a capacidade interventiva dos técnicos do Ministério de
Administração Territorial e Poder Local, mediante o levantamento das reais necessidades de
formação, assim como as áreas de conhecimento que entendem ser importantes. Para isso,
foi utilizado um questionário que visou identificar as necessidades de formação e respetivas
áreas prioritárias. Os resultados obtidos revelaram que a maioria dos inquiridos nunca
beneficiaram de formações na matéria de descentralização e autarquias locais, pelo que
afirmaram ter a necessidade de formação nos domínios como legislação voltada à
descentralização e autarquias locais, conhecimento técnico-gerencial e organização do
Estado, tendo a partir desta necessidade sido elaborado o respetivo projeto.
Decentralization and the implementation of local authorities are management mechanisms that aim to improve democracy and citizen participation in the management of public affairs, transparency and efficiency in the provision of goods and services. Such mechanism requires a staff of experts that is able to meet not only the challenges of its implementation, but above all, those of governance and local development, since, according to Guimarães (2002), decentralization is a complex and multidisciplinary process. Having said that, to deal with this subject, especially in a country like Guinea-Bissau, the basic condition should be the training of public administration technicians, especially, those directly linked to the management of the decentralization process. Hence, this project aims to reinforce the intervening capacity of the technicians of the Ministry of Territorial Administration and Local Power, through the survey of the real training needs, as well as the areas of knowledge that they consider important. To this end, was applied a questionnaire, which aimed to identify, among which, the training needs and respective priority areas. The results obtained revealed that most of the respondents had never benefited from training in the area of decentralization and local authorities, so they said they needed training in areas such as legislation aimed at decentralization and local authorities, managerial technical knowledge and state organization, and from these needs the respective project was developed.
