A organização de uma Jornada Mundial da Juventude, o maior evento internacional da Igreja
Católica, é um desafio para qualquer país. Num mundo de incerteza o papel das autoridades
policiais revela-se indispensável para o êxito de um grande evento. No verão passado,
Portugal sediou a Jornada Mundial da Juventude 2023 que trouxe multidões de peregrinos,
oriundos de todo o mundo, ao país para se reunirem com o Sumo Pontífice. Nesta
investigação, procurou-se analisar o processo de gestão da segurança deste grande evento,
em todas as suas fases – planeamento, execução e avaliação –, com vista a compreender as
boas práticas e os pontos a ter em atenção. Com o presente estudo pretendemos contribuir,
ao nível securitário, para o aprimoramento de procedimentos e ferramentas da Polícia de
Segurança Pública (PSP) em futuras operações de segurança. Para o efeito, realizou-se um
estudo empírico qualitativo, através de entrevistas que reúnem os contributos de 12
especialistas em segurança, as quais foram sujeitas a uma análise de conteúdo temática. Os
resultados permitem concluir que todos os grandes eventos têm margem para
desenvolvimento, deixando um legado, pelo que todo o evento deve ficar registado desde o
seu princípio, meio e fim. Ademais, na ótica da segurança pública, os policiamentos são cada
vez mais dinâmicos devendo a PSP acompanhar a conjuntura internacional e adaptar-se aos
contextos políticos, culturais, económicos, ambientais e tecnológicos em que está inserida,
a fim de fornecer o melhor serviço ao cidadão.
Organising World Youth Day, the Catholic Church’s biggest international event, is a challenge for any country. In a world of uncertainty, the role of authorities is indispensable to the success of a major event. Last summer, Portugal hosted World Youth Day 2023, which brought crowds of pilgrims from all over the world to the country to meet the Pontiff. The aim of this research was to analyse the security management process of this major event in all its phases – planning, execution and evaluation – with a view to understanding good practice and points to watch out for. The aim of this study is to contribute, at a security level, to improving the procedures and tools of the Public Security Police (PSP) in future security operations. To this end, a qualitative empirical study was carried out using interviews with 12 security experts, which were subjected to thematic content analysis. The results lead us to conclude that all major events have room for development and leave a legacy, so every event should be recorded from its beginning, middle and end. Furthermore, from a public security perspective, policing is increasingly dynamic and the PSP must keep up with the international situation and adapt to the political, cultural, economic, environmental and technological contexts in which it operates, in order to provide the best service to citizens.
