Mais de duas décadas passadas após o surgimento dos primeiros programas de proximidade e 11 anos desde a sua aglutinação no Programa Integrado de Policiamento de Proximidade, assistimos hoje a alterações profundas na forma e dinâmicas de comunicação em sociedade. Conceitos sociológicos como os de comunidade, proximidade, trabalho em rede, envolvimento, partilha, parceria ou interação social, bases fundamentais da filosofia do modelo em análise, reescrevem-se há mais de uma década, fruto da emergência das redes sociais.
Nesta abordagem concluímos que os fatores críticos definidos para a abordagem policial ao policiamento de proximidade, fortemente construídos em torno das lógicas das ciências da comunicação, só poderão ser plenamente atingidos através da utilização das redes sociais. Comunicar com os cidadãos já não se sustenta no contato direto, a interação entre a instituição, polícias, e quem servimos, ampliou-se, tornou-se mais interativa, exigente e permanente. Comunicar não é apenas informar, é partilhar, é estar próximo física e emocionalmente. Assim neste estudo de natureza exploratória e quantitativa, é possível encontrar evidências que a utilização das redes sociais, integrada pelo modelo de policiamento de proximidade, se revela uma mais valia que se torna premente explorar.
Concluímos ainda pela necessidade de regular e estruturar esta comunicação, em que as redes facebook e twitter, com possível integração também do Instagram, são apontadas como as mais adequadas para os objetivos institucionais, considerando o ainda incipiente desenvolvimento de uma comunicação e abordagem orientadas por e para este modelo, pelo que indicamos algumas eventuais propostas de trabalho de curto e médio prazo.
Two decades past the first community oriented programmes and 11 years since they were gathered in an integrated program for proximity policing, we witness today deep changes in the dynamics of communication in our society. Sociological concepts such as community, proximity, networking, engagement, sharing, partnerships or social interaction, fundamental basis of the philosophy behind the analysed model, are being rewritten for the past decade, as a consequence of the rise of social networks. In our study we conclude that the defined critical factors for police approach on proximity policing, highly supported on the logics of communication sciences, can only be fully achieved thru the use of social media and social networks. Communication today is no longer supported in direct contact; the interaction between police and those we serve has amplified, becoming more interactive, demanding and permanent. Communication is not about informing, it’s sharing, it’s being close physically and emotionally. Therefore in a qualitative and exploratory study approach, it’s possible to find evidence that proximity policing, integrated on social networks, represents an added value pressing to explore . We conclude as to the need to regulate and establish guidelines for this communication process, in which Facebook and Twitter (and in some extent Instagram), are considered the most adequate platforms, taking into account our institutional goals, and remembering the still somewhat incipient development of communication oriented by and to the proximity model, indicating some work proposals for the short and medium term.
