Comportamentos de risco associados ao futebol: um estudo exploratório

Abstract(s)
O futebol constitui-se como um dos principais fenómenos à escala global, mobilizando milhões de adeptos. Fruto da sua relevância social, garantir a segurança do evento assume-se como um desafio para diversas entidades. Enquanto aparelho securitário do Estado, a Polícia de Segurança Pública destaca-se através do seu papel na mitigação do conflito. A perceção da legitimidade da atuação policial reside numa intervenção direcionada para o problema. Desta forma, à polícia cabe intervir sobre os comportamentos de risco e não sobre os adeptos de risco, em virtude de as ameaças ao evento serem geradas pelos comportamentos e não pela tipologia de adepto. Para atingir estes objetivos, e com recurso à definição de comportamentos de risco, foi realizado um estudo exploratório onde foi possível aferir quais os principais comportamentos associados aos jogos de futebol da primeira liga portuguesa. Através dos resultados deste estudo, retiraram-se importantes conclusões sobre os indicadores de risco, cuja aplicação prática, dotará o efetivo policial e, em particular, os analistas, os spotters e os comandantes de melhores condições para desenvolver estratégias que minimizem ou previnam, em tempo útil, os comportamentos de risco.
Football is one of the main phenomena on a global scale, mobilizing millions of fans. Due to its social relevance, ensuring the security of the event is a challenge to the several entities. As a State security device, the Polícia de Segurança Pública stands out through its role in mitigating the conflict. The perception of the police legitimacy lies in a intervention aimed at the problem. In this way, the police should intervene on the risk behaviors and not on the risk adepts, because the threats to the event are generated by the behaviors and not by the type of adept. In order to achieve these goals, and using the definition of risk behavior, an exploratory study was carried out where it was possible to ascertain the main behaviors associated with football matches of the first portuguese league. Through the results of this study, important conclusions were drawn on the risk indicators, whose practical application will provide the police force and, in particular, the analysts, spotters and commanders, the best conditions to develop strategies that minimize or prevent, in time, the risk behaviors.
