O presente trabalho de investigação incide sobre o tema “Capacidade do emprego de Quick Reaction Force em Ambiente Multinacional - Estudo de Caso: Teatro de Operações do Afeganistão”.
O objetivo desta investigação será identificar um modelo padrão, de uma Quick Reaction Force, que possa, com as necessárias adaptações modulares, ser usado como base de partida para o emprego em futuros Teatros de Operações. Pretende-se analisar as principais características que uma Quick Reaction Force deverá possuir, pertencente a uma Força Nacional Destacada, para satisfazer as capacidades que tipicamente são exigidas a este tipo de força em ambiente multinacional.
Atualmente, o enquadramento conceptual de emprego deste tipo de forças não está fortemente desenvolvido, nem completamente adequado ao que é o emprego operacional de uma Quick Reaction Force em ambiente multinacional. A limitação de enquadramento conceptual, e a sua sobreposição parcial ao emprego operacional, faz com que seja necessário difinir a adequação deste tipo de forças de forma a conceptualizar doutrinariamente qual a sua utilidade no campo de batalha.
Sendo assim, para a realização deste trabalho foi escolhido o método hipotético-dedutivo, de forma a estruturar todo o processo de investigação. Foi realizada uma revisão bibliográfica de forma a enquadrar conceptualmente a temática em questão, assim como a análise documental. Foram recolhidos dados através da realização de vinte e duas entrevistas, sendo que o seu tratamento se fundamentou no valor qualitativo das mesmas. Os resultados obtidos permitiram identificar as principais potencialidades e limitações quanto ao seu emprego, assim como as diferentes capacidades que uma Quick Reaction Force deverá possuir de forma a cumprir com as tarefas exigidas a este tipo de força. A capacidade de emprego deste tipo de força terá um conjunto de variáveis, nomeadamente as capacidades da tipologia de força pela qual é constituída, restrições de emprego e tarefas atribuídas à mesma, assim como as condicionantes presentes num ciclo que contempla o Aprontamento, Atuação Operacional e Regeneração da Força.
This research paper focuses on the topic "The Employment of a Quick Reaction Force in a Multinational Environment - A Case Study of the Afghan Operations Theater." The purpose of this research will be to identify a standard model of a Quick Reaction Force that can, with the necessary modular adaptations, be used as a starting point for employment in future Operations Theaters. It is intended to analyze the main characteristics that a Quick Reaction Force must possess, belonging to a National Highlighted Force, to satisfy the capabilities that are typically required for this type of force in a multinational environment. Currently, the conceptual framework of employment for this type of force is not strongly developed, nor is it fully adequate for the operational use of a Quick Reaction Force in a multinational environment. The limitation of conceptual framework, and its partial overlap to operational employment, makes it necessary to define the adequacy of this type of forces in order to doctrinally conceptualize their usefulness on the battlefield. Thus, for the accomplishment of this work the hypothetical-deductive method was chosen, in order to structure the entire research process. A bibliographical review was done in order to conceptually frame the theme in question, as well as the documentary analysis. Data were collected through twenty-two interviews, and their treatment was based on their qualitative value. The results obtained allowed to identify the main potentialities and limitations regarding their use, as well as the different capabilities that a Quick Reaction Force should possess in order to comply with the tasks required for this type of force. The employability of this type of force will have a set of variables, namely the capacities of the type of force by which it is constituted, employment restrictions and tasks attributed to it, as well as the constraints present in a cycle that contemplates the Readiness, Operational Employment and Regeneration of Force.
