| dc.description.abstract | A humanidade evoluiu de forma extraordinária no aspecto tecnológico mas, lamentavelmente, continuam a existir conflitos dentro da espécie humana, que resultam na perda sistemática de milhares de vidas. Hoje, apesar do constante progresso em todo o espectro da actividade humana, continuam presentes conflitos nos quatro cantos do mundo. O estudo da evolução da guerra tem sido recorrente ao longo dos tempos, existindo actualmente muitas abordagens relativamente aos diferentes modos como tem ocorrido a sua transformação. A compreensão do fenómeno da guerra revela-se de primordial importância, quando importa igualmente ter consciência de qual será a melhor forma, na atualidade, de conduzir as operações militares. Apesar das diferentes teorizações, prevalece no entanto o consenso que nos deparamos hoje com um novo tipo de guerras. Alguns autores designam-nas como “nova conflitualidade”, “novas guerras”, “a transformação da guerra”, entre outras, como referimos durante a nossa investigação. Este trabalho pretende estudar essa evolução mediante a teoria das “gerações da guerra”, em particular para as “guerras de quarta geração”, tema central do nosso estudo. Sendo importante compreender a condução da guerra na actualidade, é também necessário conhecer as ameaças a que a sociedade se encontra sujeita, bem como aquelas que podem eventualmente surgir. Neste sentido, apresentamos também uma perspectiva da evolução da guerra no futuro, para que seja possível daí retirar as devidas conclusões e compreender a forma como temos de nos preparar para garantirmos a nossa segurança. Encerramos o nosso estudo com uma breve análise à posição de Portugal, no quadro das principais organizações de natureza política e militar a que pertence, quanto às medidas que são necessárias adoptar relativamente às guerras de quarta geração e às novas ameaças. Abstract: Mankind has evolved dramatically concerning technology, but unfortunately, there are still conflicts within the human species, which result in the systematic loss of thousands of lives. Today, despite the steady progres across all Spectrum of human activity, conflicts are still present all over the world. The study or warfare evolution has been recurrent throughout the ages, and today there are many different approaches regarding the way that transformation has occurred. Understanding the phenomenon of war seems to be very important, when we should also be aware the best way to fight back and conduct military operations. Despite all different theories, a consensus remain between all them, that we face today a new form of war. Some authors describe them as "new conflicts ", "new wars", “the transformation of war”, among many others, as reflected during our research. This paper aims to study this evolution using the theory of "generations of war”, particularly for "fourth generation warfare”, the central theme of our study. While it is important to understand the conduct of warfare today, is also necessary to comprehend the new threats that global society can meet, as well as those that might suddenly appear. In this way, we present an overview of the evolution of war in the future, so that we can obtain the appropriate conclusions and understand how we must prepare ourselves to ensure our security. We end our study with a brief analysis to the position of Portugal as part of the main political and military organizations it belongs to, on what measures are necessary to adopt concerning fourth generation warfare and to the new threats. | pt_PT |
