Abstract(s)
Uma instituição preparada para cenários que extravasem os recursos utilizados diariamente, com planeamentos que prevejam situações que vão além daqueles que ocorrem com mais frequência, é uma instituição capaz de dar resposta num cenário crítico de forma mais eficaz e eficiente, sendo maior a probabilidade de sucesso na resolução desse tipo de ocorrências.
Na definição do conceito de crise, deparamo-nos com a complexidade e abrangência do mesmo. Referindo-nos apenas a quatro grandes dimensões de crise, nomeadamente Estado de Sítio e Estado de Emergência, Catástrofes e Acidentes Graves, Incidentes Tático- Policiais e Ciberataques, dimensões de crise que à partida parecem diferentes mas com muitos aspetos em comum, além do enquadramento teórico destas dimensões de crise.
No desenvolvimento do presente trabalho tentamos apurar se a Polícia de Segurança Pública está apta para atuar num destes cenários que possam vir a acontecer, e que Portugal não está isento de vir a sofrer, mesmo que não existam, até ao momento, experiências com alguns dos cenários críticos apresentados no nosso país, como é o caso de situações de Estado de Sítio, mas que nada impede que aconteçam. No presente trabalho são elencados os meios humanos e materiais que a PSP tem à sua disposição para utilizar numa dessas situações, é explorado o tipo de formação e treinos existentes nesse âmbito, bem como o tipo de planeamentos existentes na Polícia, tudo de modo a aferir a capacidade de atuação da PSP nesses cenários de crise, caso um deles efetivamente ocorra.
An institution prepared for scenarios that exceed the resources used daily, with plans that anticipate situations that go beyond the usual ones, is an institution capable of responding to a critical scenario in a more effective and efficient way, being more likely to successfully solve this type of occurrences. In the defining of crisis, we are faced with its complexity and scope. Referring only to four major dimensions of crisis, State of Siege and State of Emergency, Disasters and Serious Accidents, Tactical Police Incidents and Cyberattacks, dimensions of crisis that at first appear different but in fact have many aspects in common, in addition to the theoretical framework of these crisis dimensions. In this work, we try to determine if the Polícia de Segurança Pública is able to act in one of these scenarios that may happen, and that Portugal is not exempt from suffering, even that there are not, until now, experiences with some of the critical scenarios presented in our country, as is the case of situations of State of Siege, but nothing prevents them from happening. The present work lists the human and material resources that the PSP has at its disposal for use in one of these situations. It explores the type of training and training availability in this area, as well as the type of planning in the Police, in order to assess the ability of PSP to perform in these crisis scenarios, should one of them actually occur.
