Abstract(s)
A presente dissertação de mestrado pretende responder à questão principal: Em que
medida o string of pearls representa a principal modalidade de ação estratégica da China
no que respeita ao Oceano Índico? Para responder a esta pergunta, foram elencados os
seguintes objetivos: identificar as principais prioridades da política externa chinesa;
identificar os principais desafios internacionais que estão a ser colocados à China; analisar
a implantação da estratégia do string of pearls no Oceano Índico; identificar as principais
tendências da modernização naval chinesa; e validar o string of pearls como principal
modalidade de ação estratégica da China, no Oceano Índico. Na prossecução destes
objetivos, utilizou-se uma lógica dedutiva com o recurso à análise documental de diversos
tipos de fontes, e a realização de entrevistas exploratórias. O trabalho está organizado em
seis capítulos, nomeadamente: introdução; política externa chinesa; string of pearls;
modernização naval chinesa; o string of pearls como modalidade de ação estratégica; e
conclusões.
Deste trabalho de investigação individual concluiu-se que, um dos principais
desafios externos com que a China se depara no século XXI é o acesso aos recursos
energéticos. A segurança energética tem uma importância extrema para a China na medida
em que a sua economia está dependente dela.
Com base neste panorama, a China implementou o string of pearls como principal
modalidade de ação estratégica no Oceano Índico. Esta modalidade de ação estratégica está
estruturada em três elementos: a obtenção de acesso a portos; a manutenção das relações
diplomáticas; e a modernização das Forças Armadas – em particular da Marinha.
Conclui-se ainda que, o string of pearls é tanto um produto como um objetivo da
modernização naval chinesa, no que concerne à adaptação da Marinha chinesa às
operações fora de área.
Por último, conclui-se que o string of pearls apresenta-se como uma modalidade de
ação estratégica adequada, exequível e aceitável.
This paper will address the central question: ‘How the string of pearls represents the leading Chinese strategic approach in the Indian Ocean?’ The following goals were listed in order to answer the central question: identify the leading priorities of the Chinese foreign policy; analyze the implantation of the string of pearls in the Indian Ocean; identify the main trends of the Chinese naval modernization; and validate the string of pearls as the leading strategic approach in the Indian Ocean. In order to accomplish this goals it was used a deductive logic, based on document analyzes and exploratory interviews. This paper is structured in six chapters: introduction; Chinese foreign policy; string of pearls; Chinese naval modernization; the string of pearls as the leading strategic approach; and conclusions. It was concluded that the access to energy resources is one of the Chinese major challenges in the 21st century. Energy security is vital for nowadays China because its economy depends heavily on foreign energy imports. Based on this outlook, China has implemented the string of pearls as the leading Chinese approach in the Indian Ocean. This strategic approach is structured in three key elements: assure the access to ports; maintaining the diplomatic ties; and modernization of the Armed Forces – specially the Navy. It was concluded that the string of pearls is both a result and an aim of the Chinese naval modernization, specially the adaption to out of area missions. It was also concluded that the string of pearls is a strategic approach that can be characterized as adequate, feasible, and admissible.
