Abstract(s)
O trabalho temporário tem, desde a sua fundação, uma aura de desconfiança à sua volta,
que faz com que seja, apenas, acolhido por quem não tem outra alternativa de emprego viável.
Essa aura incorpora desde a precariedade do vínculo contratual, até um conjunto de ilegalidades
cometidas por empresas marginais, que se encontravam, à data dessas ilegalidades, fora do
espectro da associação empresarial do sector, um sem número de questões mais ou menos
importantes, mais ou menos esclarecidas e que contribuem para uma imagem pouco clara do
sector. Também a segurança, higiene e saúde no trabalho cabe nessa aura. Fala-se em trabalho
sem condições de igualdade e sem protecção contra os riscos inerentes à função. Mas será que, o
número de acidentes de trabalho com trabalhadores temporários justifica a condenação por
antecipação de um sector que acaba por criar alguns empregos, ainda que a prazo? Qual é a
expressão do número de acidentes de trabalho com trabalhadores temporários na estatística
global dos acidentes de trabalho?
Esta Dissertação pretende responder as essas questões e a outras derivadas destas,
relacionando segurança, higiene e saúde no trabalho, acidentes de trabalho e trabalho temporário.
Em ordem a obter as respostas pretendidas, foram analisados e relacionados um conjunto
de dados solicitados ao Gabinete de Estratégia e Planeamento do Ministério do Trabalho e da
Solidariedade Social, referentes aos anos de 2007 e 2008, divididos pelas seguintes categorias:
• Número total de trabalhadores por grupo etário e escolaridade;
• Número total de acidentes de trabalho;
• Número de trabalhadores temporários por distrito e grupo etário; por distrito e por
nacionalidade; por distrito e por habilitação literária;
• Número de acidentes de trabalho por distrito e por grupo etário; por distrito e por
nacionalidade; por distrito e por grupo profissional; por distrito e por desvio; por
distrito e por contacto; por distrito e por natureza da lesão; por distrito e por parte do
corpo atingida; por distrito e por número de dias perdidos.
Do estudo efectuado, concluiu-se que, em ambos os anos, a percentagem dos acidentes de
trabalho com trabalhadores temporários era de 4%, valor esse que está em linha com a
percentagem dos acidentes de trabalho ocorridos com os restantes trabalhadores, o que significa
que o número de acidentes de trabalho com os trabalhadores temporários não é significativo como
contributo para o aumento da estatística dos acidentes de trabalho.
Ever since it´s beginnings, Temporary work has been surrounded by a mistrust aura, which makes it just welcomed by those who have no other alternative employment. This aura includes a wide range of aspects, from precarity of contract, to unlawful acts commited by outlawed temporary work agencies, which were/are out of the sector´s business association. All of these situations raise a number of more or less important issues, more or less enlightened and contribute to a mixed picture of the sector. Also occupational safety and health at work is up in this aura. We often hear about work without equal and fair conditions and without protection against the risks of the job. But does indeed the number of accidents at work involving temporary workers justify the condemnation of a sector in anticipation that by whatever means ends up creating employment, though it´s fixedterm? What is the expression of accidents at work involving temporary workers in the global statistics of accidents at work? This paper´s ultimate goal is to respond to that question and others arising from it, related to occupational safety, and health at work, accidents at work and temporary work. In order to get those answers, several data, requested to Gabinete de Estratégia e Planeamento from Ministério do Trabalho e Solidariedade Social, were analyzed and related, concerning the years 2007 and 2008, divided into the following headings: • Total number of employees by age group and education; • Total number of accidents at work; • Number of temporary workers by district and age group, by district and by nationality, by district and by education; • Number of accidents at work by district and by age group, by district and by nationality, by district and by occupational group, by district and by diversion; by district and by contact, by district and by nature of injury, by district and by affected body part, by district and by number of lost days. The analysis done indicates that in both years, the percentage of accidents at work with temporary workers was 4%, a value that is in line with the percentage of occupational accidents occurred with other workers, which means the number of work accidents with temporary workers is not significant in contributing to the increase of statistics of accidents at work.
