Este estudo analisa a criminalidade automóvel em Portugal, destacando práticas como furto, roubo de veículos e falsificação de matrículas; e discute o potencial do Automatic Number Plate Recongnition (ANPR) como ferramenta de prevenção e combate. Através de um questionário aplicado a efetivos da Polícia de Segurança Pública (PSP) e de uma revisão bibliográfica, foram identificadas perceções sobre a eficácia, os riscos e as limitações da utilização de tecnologias de Inteligência Artificial (IA) na segurança pública.
Os resultados revelam consenso quanto à relevância e ao aumento da criminalidade automóvel, bem como à insuficiência da resposta policial atual. A tecnologia ANPR é amplamente reconhecida como eficaz na recuperação de veículos, otimização de recursos e combate a redes criminosas, embora subsistam preocupações relacionadas com privacidade, viés algorítmico e enquadramento jurídico. Conclui-se que a implementação desta tecnologia deve ser acompanhada de supervisão humana, transparência, auditorias independentes e formação contínua, de modo a equilibrar eficiência operacional com a salvaguarda dos direitos fundamentais.
This study analyses automobile crime in Portugal, highlighting practices such as vehicle theft, carjacking, and license plate forgery, and discusses the potential of Automatic Number Plate Recognition (ANPR) as a tool for prevention and enforcement. Through a questionnaire administered to officers of the Public Security Police (PSP) and an literature review, perceptions were identified regarding the effectiveness, risks, and limitations of using Artificial Intelligence (AI) technologies in public security. The results reveal consensus on the relevance and growing incidence of automobile crime, as well as on the inadequacy of the current police response. ANPR technology is widely recognized as effective in vehicle recovery, resource optimization, and combating criminal networks, although concerns persist regarding privacy, algorithmic bias, and legal frameworks. It is concluded that the implementation of this technology should be accompanied by human oversight, transparency, independent audits, and continuous training, in order to balance operational efficiency with the protection of fundamental rights.
