Abstract(s)
A carta náutica é amplamente utilizada há centenas de anos, possuindo uma finalidade específica importantíssima, a da segurança da navegação. É considerada um documento oficial, elaborado para os navegantes, seja em formato digital ou em papel. Porém, em 2023, o United Kingdom Hydrographic Office, notificou a comunidade hidrográfica da sua possível intenção de retirar o fólio de cartas náuticas em papel.
Atendendo a que este produto é utilizado poe diversas entidades a nível global, bem como pela Marinha Portuguesa, pretende-se determinar, nesta dissertação, o impacto desta medida na nossa organização.
Neste estudo será abordado um contexto histórico e legal das cartas náuticas digitais e em papel, serão introduzidos os conceitos de pontes paperless e de e navigation, será descrito o fólio cartográfico nacional utilizado em Portugal e os diferentes tipos de produtos e sistemas de informação digitais, e será também
explorada a produção de diferentes tipos de cartografia náutica. Para este estudo foi aplicado um questionário a alguns militares da Marinha
Portuguesa, com o intuito de recolher dados que permitissem perceber o impacto que poderá ser causado na organização pela decisão do United Kingdom Hydrographic Office em terminar a produção de cartas náuticas em papel. Posteriormente será apresentada uma análise SWOT, com base na informação recolhida, nomeadamente a resultante da aplicação do questionário. Esta análise considera os fatores positivos e
negativos, internos e externos que afetam esta mudança de paradigma, permitindo alocar recursos que mitiguem as fraquezas e ameaças à mudança. A relevância do tema recai sobre o facto de a navegação através das cartas em papel sempre ter sido a ferramenta historicamente mais usual para orientação no mar,
pelo que tem-se como objetivo neste estudo a obtenção de dados que permitam concluir o impacto que o cancelamento de cartas náuticas em papel virá a ter no desempenho da Marinha Portuguesa.
The nautical chart has been widely used for hundreds of years and has a very important specific purpose, the navigational safety. It is considered an official document, drawn up for navigators, whether in digital or paper format. However, in 2023, the United Kingdom Hydrographic Office notified the hydrographic community of its possible intention to withdraw the folio of paper nautical charts. Given that this product is used by various entities worldwide, as well as by the Portuguese Navy, this dissertation aims to determine the impact of this measure on our organization. This study will cover the historical and legal context of digital and paper nautical charts, will introduce the concepts of paperless bridges and e-navigation, will describe the national cartographic folio used in Portugal and the different types of digital products and information systems, and will explore the production of different types of nautical cartography. For this study, a survey was applied to some Portuguese Navy military personnel in order to collect data that would allow the author to understand the impact that the United Kingdom Hydrographic Office's decision to end the production of paper nautical charts might have on the organization. Subsequently, a SWOT analysis will be presented based on the information gathered, namely that resulting from the application of the survey. This analysis considers the positive and negative, internal and external factors that affect the change of paradigm, allowing resources to be allocated in order to mitigate the weaknesses and threats to this change. The relevance of the topic lies in the fact that navigation using paper charts has always been the most valued tool for orientation at sea, so the aim of this study is to obtain data that will allow the author to conclude the impact that the cancellation of nautical charts will have on the performance of the Portuguese Navy.
