Abstract(s)
A formação/aprendizagem ao longo da vida é o princípio orientador da oferta e da
participação num contínuo de formação. Por tal, na PSP a formação profissional
tem que ser uma medida estratégica e uma mais-valia, onde o investimento seja
permanente e sejam dadas oportunidades idênticas de formação a todos os seus
profissionais, designadamente, aos oficiais de polícia, para se adaptarem às
exigências das suas funções e terem um desempenho profissional que contribua
para a qualidade da imagem institucional.
Nesse sentido, no âmbito do Relatório Final do Curso de Comando e Direcção
Policial, este estudo que foi desenvolvido visou analisar o investimento na
formação para oficiais na PSP e da possibilidade de o e-learning ser uma
modalidade alternativa ou complementar para o seu desenvolvimento. Com esse
fim, levou-se a cabo um estudo quantitativo através de um inquérito, sendo a
recolha de dados feita através da administração de um questionário aos oficiais
com o Curso de Formação de Oficiais de Polícia.
Face aos resultados obtidos, concluímos que existe uma lacuna no investimento
que é feito na formação dos oficiais de polícia, bem como na sua pertinência e
adequabilidade ao conteúdo funcional. Concluímos também que os oficiais de
polícia, ao longo da sua carreira, tem sentido necessidade de formação específica
para um melhor desempenho profissional. Sendo assim, para que sejam tidas em
conta no planeamento de formação, foram identificadas áreas funcionais onde se
tem sentido essa carência.
No que concerne ao e-learning, verificámos que esta modalidade tem
potencialidades para operacionalizar a formação dos oficiais de polícia e
apresentamos as suas vantagens e desvantagens comparativamente ao regime
presencial, concluindo assim que o mesmo se apresenta como um complemento
deste, ou seja, que o b-learning é a melhor forma de ministrar a formação na PSP.

The lifelong training / learning is the guiding principle of supply and participation in continuous training. For this, the PSP professional training has to be a strategic measure and an added value, where the investment is permanent and equal training opportunities are given to all its professionals, particularly to police officers, to adapt to the needs of their duties and have a professional performance that contributes to the institutional image quality. In this sense, in the Final Report of the Command and Police Management Course, this study was developed aimed to analyze the investment in training for officers in the PSP and the possibility of e-learning as an alternative or complementary modality for its development. For this purpose, it took out a quantitative study through a survey, and data collection done by the administration of a questionnaire to the officials with the Course of Police Officers Training. Considering our results, we conclude that there is a gap in the investment that is made in the training of police officers, as well as their relevance and adequacy to the functional content. We also conclude that the police officers, throughout their career, they have felt the need for specific training for better job performance. Therefore, to be taken into account in training planning, functional areas have been identified where one has felt this need. With regard to e-learning, we found that this modality has the potential to operationalize the training of police officers and present the advantages and disadvantages compared to attendance, thus concluding that it is presented as a complement to this, namely that the b-learning is the best way to deliver training on PSP
