Enquadramento: No fenómeno das drogas, a revolução portuguesa de 25 de abril de 1974,
foi um momento crucial na história de Portugal, provocando uma mudança significativa na
forma como a dependência de drogas era tratada, tendo um grande impacto nos cuidados de
enfermagem ao doente toxicodependente em Portugal. Verificou-se uma evolução de um
modelo jurídico para um modelo médico, sendo que o consumo de substâncias passou a ser
considerado uma doença, abandonando a ideia de crime ou ato ilícito. No período entre 1975-
1995, verificou se uma nova era de reflexão política face ao fenómeno das drogas, a partir
de 1983 a pessoa dependente de substâncias foi considerada como um cidadão doente com
problemas de saúde pública, tornando deste modo necessário motivá-lo para tratamento.
Objetivos: Descrever a evolução histórica dos cuidados de Enfermagem de Saúde Mental
na Região Autónoma da Madeira (RAM) à pessoa com dependência de substâncias, no
período de 1975-1995; identificar os marcos teóricos e práticos que fundamentaram o
cuidado à pessoa à com dependência de substâncias, bem como as diferentes abordagens e
modelos de tratamento utilizados neste período.
Metodologia: Estudo de natureza qualitativa, descritiva e analítica, com metodologia
histórica, com recurso a pesquisa documental efetuada através de consulta de fontes
primárias e fontes secundárias existentes em arquivos.
Resultados: Foram identificados 23 termos, relacionados com o objeto em estudo e foram
criadas as categorias: instituições de saúde, recursos humanos, toxicodependência,
instituições de psiquiatria, saúde, e, saúde na RAM. Relativamente aos resultados obtidos
foram encontrados apenas na serie I do Jornal Oficial da Região Autónoma da Madeira
(JORAM), 15 resultados com interesse para o tema em estudo.
Conclusões: Constatou-se que no período de 1975-1995, o presente estudo possibilitou
conhecer a evolução histórica e a intervenção dos enfermeiros e a sua importância,
contribuição no cuidado à pessoa com dependência de substâncias; no entanto, verificou-se
pouca visibilidade dos cuidados prestados em documentos legislativos. No que concerne aos
marcos teóricos e práticos que fundamentaram o cuidado à pessoa, constou-se uma crescente
preocupação política face à problemática do fenómeno da toxicodependência que se traduziu
através de legislação especifica e debates políticos acerca da temática.
Background: The Portuguese Revolution of April 25th, 1974, was a crucial moment in the history of drugs in Portugal, bringing about a significant change in the way drug addiction was treated, with a significant impact on nursing care for drug-addicted patients in Portugal. There was an evolution from a legal model to a medical model, with substance abuse now being considered a disease, abandoning the idea of a crime or illicit act. In the period 1997- 1995, there was a new era of political reflection on the phenomenon of drugs. From 1983 onwards, the substance-dependent person was considered to be a sick citizen with public health problems, thus making it necessary to motivate them for treatment. Objectives: To describe the historical evolution of Mental Health Nursing care in the Autonomous Region of Madeira (RAM) for people with substance dependence in the period 1975-1995; to identify the theoretical and practical frameworks that underpinned care for people with substance dependence, as well as the different approaches and treatment models used in this period. Methodology: This qualitative, descriptive and analytical study uses historical methodology and documentary research carried out by consulting primary and secondary sources in archives. Results: 23 terms related to the object under study were identified, and the following categories were created: health institutions, human resources, drug addiction, psychiatric institutions, health, and health in the Autonomous Region of Madeira. to the results obtained, only 15 results of interest to the subject under study were found in series I of the Official Journal of the Autonomous Region of Madeira (JORAM). Conclusions: It was found that the period 1975-1995, the present study made it possible to learn about the historical evolution and intervention of nurses and their importance and contribution to the care of people with substance dependence. However, there was little visibility of the care provided due to the lack of records.
