| dc.description.abstract | Com este trabalho de investigação aplicada, designado “Autoridade Nacional de Protecção Civil e o Exército”, pretendo avaliar as condições de que o Exército dispõe para prestar auxílio nas missões de interesse público. Por forma a explanar o disposto anteriormente, o trabalho encontra-se dividido em três amplas áreas. Numa primeira parte, farei uma abordagem relativa à evolução célere da Protecção Civil no pós 25 de Abril. Esta é passível de ser constatada, através da evolução da legislação, que acompanhou o aperfeiçoamento da política ambiental, levando em consideração a alteração das condições climatéricas. Numa segunda fase, irei realizar uma análise representativa do ano de 2005 a 2007, por forma a ter a noção do tipo de acções queo Exército executou, segundo as formas expressas de colaboração descritas na Lei, equais foram também, as de maior relevo neste contexto. Por fim, faço uma análise aos Planos Lira e Aluvião, abordando o Plano Vulcano em termos comparativos com o Lira. Identifiquei que os meios empregues são suficientes para suprir as necessidades existentes e que a área de actuação das unidades não é a mais adequada, tendo em conta a implantação florestal do nosso país. No âmbito da formação dada aos militares que participam nestas missões, apurei que esta não é administrada a nenhuma classe. Quanto ao apoio programado, o Exército, detém sempre o comando e o controlo das suas forças. Constata-se assim, que o Exército possui condições para participar neste tipo de missões, servindo estas como meio de aproximação entre a população civil e o Exército, mostrando a disponibilidade de acção deste como um meio de protecção. Concluí conformemente, que uma aposta na formação desta força militar, permitiria optimizar de forma eficaz o emprego da mesma. | por |
| dc.description.abstract | Abstract By means of this paper of applied research, entitled “National Civil Protection Authority and the Army",I intend to assess the conditions that the Army possesses to collaborate in the ambit of aid missions of public interest. In order to explain the provisions above, the work is divided into three broad areas. The first part, consists of an approach regarding the turning point and the evolution that the National Civil Protection Authority (NCPA) endured after the Revolution of 1974. This is verifiable through the evolution of the legislation, supported by the enhancement of the Environmental Policy, which has take into account the climate changes. On a second phase, I will make a representative analysis from the years 2005 to 2007, in order to be acquainted with the type of actions the Army carried out, accordingly to the forms of cooperation described on the legislation, and which were the ones where the Army participated the most. On the final part of the paper, I will make an analysis of the Lira and Aluvião Plans, and in parallel I will also approach the Vulcano Plan in comparison with the Lira Plan. The means used by the Army on those situations are adequate. However, regarding the field of action in which they, it isn’t suitable given the forest deployment of our country. In terms of the training that should be given to the soldiers in order to participate in this kind of missions, it’s stated that it isn’t given to any of the Army divisions. Regarding the programmed support, the Army still possesses the command and control over its troops. After making a profound study over the issues stated above, I concluded that the Army possesses all the necessary conditions to participate in missions related to the field of the NCPA. This is a vital element of cohesion between the population and the Army Forces, because this allows them to demonstrate what they can do for the general population has a means of protection. Never forgetting that for this to be possible, it’s imperative to train the military forces, in order to optimize their use in those kinds of situations. | por |
