Abstract(s)
Este trabalho tem como objectivo equacionar a implementação de um Sistema de
Gestão da Qualidade (SGQ) para o ensino da Academia da Força Aérea (AFA). Devido à
adesão de Portugal ao Processo de Bolonha, foi aprovada legislação no sentido de regular a
avaliação interna e externa da Qualidade de todas as instituições, incluindo as do ensino
superior público militar. Pretende-se então investigar qual a mais-valia que um SGQ pode
trazer para a AFA, para além do mero cumprimento de requisitos legais.
Apresenta-se a evolução histórica da função Qualidade e a sua regulamentação
internacional com a publicação das normas ISO 9000:2000. Segue-se a descrição da
reforma no ensino superior em Portugal, fruto da adesão ao Processo de Bolonha, do qual é
também apresentado um breve enquadramento contextual. Passa-se de seguida a explicar a
forma como os estabelecimentos do ensino superior público militar são englobados na
reforma em curso, e particularizam-se as especificidades da AFA. Analisa-se de que forma
esta instituição tem vindo a encarar a Qualidade no ensino e como pretende fazê-lo no
futuro.
O processo de ensino é modelado para permitir a identificação dos objectivos da
qualidade, que concorrem para que o SGQ contribua para melhorar a adequação do ensino
da AFA às necessidades da Força Aérea Portuguesa (FAP). São enunciadas hipóteses sobre
como essa meta pode ser atingida, para cada um dos objectivos propostos. As hipóteses são
depois sujeitas ao teste dos factos, recorrendo a inquéritos por entrevista e questionário.
Identifica-se a validade de manter um diálogo regular e institucionalizado entre a
AFA e as unidades da FAP, bem como de monitorizar o processo de ensino.
Identificam-se também algumas dificuldades na operacionalização destes procedimentos. É
reconhecida pela chefia da AFA a necessidade de implementar um Sistema Integrado de
Gestão Escolar, como forma de monitorizar o processo de ensino e dar cumprimento a
requisitos legais. Conclui-se ainda que os alunos são motivados sobretudo por factores
relacionados com o tipo de matéria de cada unidade curricular e que estão descontentes em
relação a alguns aspectos do seu envolvimento no processo de ensino.
Apresentam-se no final algumas recomendações para dar utilidade às conclusões
deste trabalho de investigação. Abstract: The purpose of this document is to present the research conducted regarding the
adoption of a Quality Management System (QMS) for the education process at the
Portuguese Air Force Academy (AFA). Due to Portugal’s participation in the Bologna
Process, legislation was passed to regulate the internal and external quality assessment of
all higher education institutions, military ones included. It is intended to study the added
value of adopting such a system at AFA, besides answering to the legal obligations.
A historic evolution of the quality function is presented, including international
standardization by the publication of the ISO 9000:2000 standards. A description of the
higher education reform in Portugal in the wake of the Bologna Process follows, including
the background of the process. The next step is the inclusion of the military higher
education institutions in the new system, with special attention to the specific AFA
characteristics. The way in which AFA has looked at quality in the past and how it plans to
do so in the future is also presented.
The education process is then modeled in order to identify the Quality goals that
concur to help the QMS improve the way in which the education at AFA meets the
requirements of the Portuguese Air Force (FAP). Different hypotheses are raised as to how
that end can be reached by each of the Quality goals. The hypotheses are then tested, using
both interviews and questionnaires.
The validity of keeping a regular and institutional dialogue between AFA and all
FAP units, as well as of monitoring the education process is identified. Also identified are
some practical problems regarding the adoption of these procedures. AFA’s top leadership
recognizes the need of implementing an integrated management system for the school, as a
way of monitoring the education process, and fulfilling legal obligations. It is also
concluded that students are motivated mainly by subject related issues, and that they are
overall unsatisfied regarding their participation in some aspects pertaining to the education
process.
The document ends with the presentation of some recommendations towards the
practical application of its conclusions.
