O presente trabalho tem como objeto de investigação a intervenção portuguesa na
região do Sahel através de mecanismos de cooperação internacional, pretendendo-se analisar
os objetivos de Segurança e de Defesa da intervenção portuguesa nessa região. Para atingir
este objetivo a metodologia aplicada seguiu uma estratégia de investigação qualitativa,
segundo um processo de raciocínio dedutivo.
Identificou-se que os desafios securitários na região saheliana têm uma influência
direta reduzida nas dimensões securitárias nacionais. Porém, enquanto membro da União
Europeia, essa influência faz-se sentir de forma indireta. Também a organização do G5 Sahel
constituiu-se como um elemento de charneira para a resolução dos problemas regionais, pese
embora necessite do apoio internacional. Este apoio é prestado através de vários mecanismos
de cooperação internacional, os quais contam com a participação nacional, não só ao nível
da União Europeia e Organização das Nações Unidas, mas também através de acordos
multilaterais e bilaterais.
Concluiu-se que a participação portuguesa no Sahel não se prende com a existência de
interesses na região, mas sim, com a vontade de afirmação nacional em ser um interlocutor
privilegiado para os assuntos de segurança e defesa, em África e ao nível dos parceiros
ocidentais, permitindo a obtenção de poder negocial nas organizações que integra, bem
como, bilateralmente. Abstract: This work has for an object of investigation the Portuguese intervention in the Sahel
region through mechanisms of international cooperation, intending to analyze the objectives
of Security and Defense of the Portuguese intervention in that region. To achieve this goal,
the applied methodology followed a qualitative research strategy, according to a deductive
reasoning process.
It was identified that the security challenges in the Sahelian region have no direct
influence on the national security dimensions, however, as an EU member, this influence is
felt indirectly. The organization of the G5 Sahel also constituted itself as a pivotal element
for the resolution of regional problems, despite the need for international support. This
support is provided through various international cooperation mechanisms, which rely on
national participation, not only at the EU and UN level but also through multilateral and
bilateral agreements.
It was concluded that the Portuguese participation in the Sahel is not linked to the
existence of interests in the region but to the desire for national affirmation in being a
privileged interlocutor for security and defense issues, in Africa and at the level of Western
partners, allowing the obtaining of negotiating power in the organizations it integrates as
well as at bilateral level.
