| dc.description.abstract | Nos dias de hoje, face à constante evolução do mundo, existe a necessidade de adaptar as mais diversas áreas do conhecimento às novas necessidades e exigências. Aprender com os erros e os sucessos do passado, constituem-se como fundamentais no moldar da decisão de um comandante. Para tal, este conhecimento adquirido carece de ser partilhado por toda a instituição. É com este intuito que uma Capacidade de Lições Aprendidas, apoiada por um conjunto de ferramentas, uma ação de comando presente e a mentalidade adequada, permite implementar melhorias de uma forma rápida e simples. O presente estudo relaciona esta capacidade com o aprontamento de Forças Nacionais Destacadas (FND), determinando a sua influência no seio destas, limitando-se a investigação aos Teatros de Operações (TO) do Afeganistão e Kosovo. Para tal determinaram-se objetivos como analisar o Processo de Lições Aprendidas, os seus benefícios, verificar a importância da ação de comando e por fim a sua influência no seio das FND. A metodologia utilizada tem por base o método básico de investigação hipotético-dedutivo, e por forma a garantir a validação ou não, das hipóteses formuladas recorreu-se à realização de entrevistas exploratórias a Oficiais, Comandantes de Contingente e de Batalhão que tenham estado presentes nos territórios referidos. Após o desenvolvimento do estudo conclui-se que é uma capacidade importantíssima para manter e transformar o Exército numa organização aprendente e atualizada. Contudo, face a uma série de fatores, ainda não se constitui como fundamental no aprontamento de FND. | dc.description.abstract | Abstract Due to the constant changes in the world we live in, there is nowadays the need to adapt what we have to the new requirements that this ever changing world demands. The ability to learn with both the mistakes and successes of the past must be essential in the decision molding of any commander. Hence, this acquired knowledge must be shared by the entire institution. Having this purpose in mind, the use of the Capacity of Lessons Learned, supported by a set of tools, a nearby active role of the commander and the proper attitude will ease the implementation of simple and swift improvements. This study connects this capacity to the training and preparation of the National Deployed Forces (NDF), determining its influence within them, limiting this investigation to the Areas of Operation of Afghanistan and Kosovo. In order to do that Goals had to be established such as analyzing the Process of Lessons Learned, considering its benefits, verifying the importance of the commander’s action and last but not least the influence within the NDF. The methodology used was based on the simple hypothetical-deductive research method, and to provide the validation or not of the formulated hypothesis it was necessary to resort to exploratory interviewing of Commanding Officers of the Contingent or Battalion, that had been present in the mentioned countries. Following the development of this research, it was concluded that it is a vital capacity to keep and transform the Army into an ever updated institution always prone to new learning. However, it has not been considered fundamental in the training of NDF due to a set of factors. In order to attempt to change the way the Lessons Learned are regarded, a set of recommendations are put forth. | pt_PT |
