Abstract(s)
O F-16 Fighting Falcon é considerado uma referência mundial na categoria das
aeronaves de combate multi-role. Desde 1979, data em que entrou ao serviço, o F-16
tem-se provado eficaz no mais variado tipo de missões ar-ar, ar-solo/superfície e ISR, em
quaisquer condições meteorológicas e de luminosidade. Ao longo dos seus mais de 33 anos
de serviço, o F-16 tem sofrido várias atualizações, designadamente no campo dos sistemas,
equipamentos, armamento e estrutura, permitindo assim manter as suas capacidades a par
da evolução dos requisitos operacionais.
Por forma a manter o nível de capacidade operacional das aeronaves F-16 da USAF
e dos EPAF, foi iniciado o programa Mid-Life Update. Este programa foi desenvolvido no
âmbito do MNFP, um programa cooperativo que tinha e mantém como objetivos últimos
assegurar a interoperabilidade e a normalização das aeronaves F-16 daqueles utilizadores.
Portugal aderiu em 2000 ao programa MNFP, assegurando assim a possibilidade de
participação no programa MLU. Com esta adesão a FAP integrou os EPAF, um grupo
restrito de utilizadores do F-16MLU, proporcionando assim a oportunidade de otimização
da sustentação e exploração daquele sistema de armas.
A atual conjuntura financeira nacional bem como a participação da USAF e de
vários EPAF no Programa F-35 introduzem incertezas quanto à evolução e participação
nos programas MNFP/EPAF. Importa, assim, avaliar a relevância daqueles programas e o
respetivo impacto para o cumprimento das missões confiadas à FAP, no período de
utilização atualmente previsto para o F-16MLU.
Após observação e análise da realidade, foi possível verificar que a participação nos
programas MNFP/EPAF se tem constituído como o suporte fundamental para a
modernização, sustentação e exploração do F-16MLU pela FAP e, consequentemente, para
o cumprimento das missões, nacionais e internacionais, que lhe estão atribuídas.
Apesar da atual incerteza relativamente à evolução futura dos referidos programas,
verificou-se que estes permanecerão janelas de oportunidade para a manutenção das
elevadas capacidade operacional, interoperabilidade e capacidade expedicionária
alcançadas pelo F-16MLU garantindo a sua relevância, até 2025/2030, enquanto
instrumento de Poder Aéreo à disposição do Poder Político nacional, num ambiente de
segurança marcado por ameaças globais, difusas e assimétricas. Abstract: The F-16 Fighting Falcon is a world reference multi-role combat aircraft. Since
1979, when it entered service, the F-16 has proven capable of conducting a variety of
air-to-air, air-to-surface and ISR missions, in all-weather conditions, both day and night. In
its more than 33 years in service, the F-16 has gone through several updates, namely in the
systems, equipment, armament and structures areas, allowing it to remain fully capable in a
fast-paced evolving and demanding world combat arena.
In order to assure both USAF’s and EPAF’s F-16 capability evolution, a Mid-Life
Update program was initiated. The MLU program was developed under the MNFP, a
cooperative program that held and still holds as its main purposes the assurance of
interoperability and standardization between the referred users’ F-16.
Portugal joined the MNFP in 2000, thus assuring its participation in the MLU
program. Alongside, the PoAF joined the EPAF, a small European air forces group of
F-16MLU users, consequently allowing the opportunity to optimize both the sustainment
and the operation of this weapons system.
The current national financial situation and the participation of the USAF and of
some of the EPAF in the F-35 Program, introduces uncertainty as to the progress and the
participation in the MNFP/EPAF programs. It is therefore important to assess the relevance
of those programs and the respective impact on the fulfillment of the missions assigned to
the PoAF, during the actual period of use envisaged for the F-16MLU.
After observing and analyzing the facts, it was found that the participation in the
MNFP/EPAF programs is an essential support element for the modernization, sustainment
and operation of the F-16MLU by the PoAF and thus to the fulfillment of the missions,
both national and international, entrusted to it.
Despite the current uncertainty regarding the future evolution of these programs, it
was found that opportunities to assure the high operational capabilities, interoperability and
expeditionary capabilities achieved by PoAF’s F-16MLU will remain present, ensuring its
relevance, until 2025/2030, as an instrument of Airpower available to the national Political
Power in a security environment characterized by global, diffuse and asymmetric threats.
