Abstract(s)
Este trabalho científico enquadra-se no domínio das Ciências Sociais e subordina-se ao tema “ Eficácia do sistema de Controlo Interno da Guarda Nacional Republicana (GNR) ” O objectivo que presidiu a sua realização foi a análise do contributo do Sistema Integrado de Informações Operacionais de Polícia (SIIOP) na eficácia do Controlo Interno da actividade operacional, ao nível dos Destacamentos Territoriais (DTer) da GNR. No que refere a metodologia científica, inicialmente, procedeu-se à análise de documentos (da qual foi extraída alguma da bibliografia constante deste trabalho), obras de autores de referência
nas matérias versadas, trabalhos científicos, legislação e sites de Internet. Foram ainda realizadas entrevistas exploratórias no Comando Geral da GNR.
Na segunda parte do presente trabalho, são apresentados seis Inquéritos por
entrevista e dezoito Inquéritos por Questionário, procedendo-se a respectiva análise.
Pretende-se assim ir ao encontro da vertente prática requerida para o desenvolvimento deste trabalho e prossecução dos objectivos inicialmente delineados.
O trabalho encontra-se dividido em cinco fases, que são: Introdução do trabalho; Enquadramento teórico ou revisão da literatura; Metodologia da investigação de campo; Apresentação e discussão dos resultados e algumas conclusões e recomendações.
No decorrer da investigação, foi possível constatar que o Controlo Interno é uma preocupação transversal às empresas constituintes da Sociedade, sendo a GNR um exemplo paradigmático. Os Sistemas de Informação (SI) assumem-se como componentes necessárias na maioria das organizações. De facto, algumas personalidades defendem que
o sucesso das mesmas depende, grandemente, da qualidade dos seus sistemas de informação e do desenvolvimento das suas tecnologias. Adiante, é feita a apresentação de um SI existente na GNR, o SIIOP.
De uma forma geral, e a despeito dos problemas de rede e velocidade de
funcionamento, constatou-se que o SIIOP é um SI em implementação no dispositivo da GNR. Constitui-se como mais um instrumento ao dispor dos Comandantes de Destacamento Territoriais (DTer) e Postos Territoriais (PTer) que, entre outras aplicações, auxilia na realização do Controlo Interno da actividade operacional.
O trabalho que a seguir se apresenta foi realizado entre Maio e Julho de 2008.
Abstract Incorporated within the realm of the Social Sciences this scientific piece is thematically circumscribed to the issue “Efficacy of the Internal Control System within the Portuguese National Republican Guard (GNR).” The purpose of this paper is to demonstrate the contribution of the “Sistema Integrado de Informacões Operacionais de Polícia” (SIIOP) to the overall efficiency of GNR’s Control of Operational Activity at a detachment level (DTer). The methodological design of this study is construed upon the employment of multiple data collection methods. In an initial phase, the author adopted a document analysis approach (within which may be noted some of the main bibliographic material of this paper), engaging in the critical examination of multiple authors and reference materials, books, journals, official publications, government legislation , archives and online sources. A number of surveys were also conducted at the GNR General-Command Headquarters in Lisbon. In the second part of investigations, the means of inquiry and acquisition of data included the elaboration and analysis of six interviews and seven formally structured questionnaires. These were specifically targeted to de address the pragmatic demands of succes sful project completion and ensure the utmost fidelity and relevance to the aforementioned study objectives. This paper is divided into five phases, these are: Introduction to the study; Theoretical contextualization and literature review; Methodology of empirical research; Articulation and interpretation of acquired data in addition to the presentation of some concluding thoughts and recommendations. During the study, the investigator noted that Internal Control is a crosscutting concern to all constitutive parties of an association. GNR is an illustrative example of this. Information Systems (IS) are deemed as necessary components of most organizations. In fact, there are those who defend that the success of these organizations is highly dependent upon th equality of their Information Systems and the development of their technologies. The researcher presented SIIOP as one of GNR’s Current Information Systems. Despite network deficiencies and dilatory processes, SIIOP is an Information System currently employed by the GNR. It is a tool at the disposition of the commanders of Territorial units (DTer) and posts (PTer) that, among other practicalities, contributes to the sound Control of Operational Activity. This study was undertaken between May 2008 and June 2008.
