Os desafios apresentados às nações são, atualmente, cada vez mais complexos, num mundo instável e perigoso, onde as ameaças são cada vez mais dissimuladas e onde quase nenhum País é capaz de responder isoladamente. É neste contexto que as alianças de proteção coletiva são cada vez mais importantes e é dessa forma que Portugal encara as suas ligações à OTAN, ONU e UE como algo fundamental para o desenvolvimento da sua política externa.
Este estudo investiga as contribuições, viáveis e eficazes, para o empenhamento operacional da FA enquanto instrumento da política externa nacional, no quadro das organizações internacionais das quais Portugal faz parte.
Para isso recorreu-se a uma metodologia de raciocínio indutivo, assente numa investigação baseada em métodos e técnicas mistas (quantitativa com reforço qualitativo), com recurso a publicações da FA e entrevistas realizadas a especialistas da área estudada.
Os resultados obtidos demonstram de forma holística que, a FA contribuí de forma viável e eficaz com a utilização de sistemas de armas com capacidade de luta aérea, reconhecimento e transporte. O emprego destes meios da FA no quadro de cooperação externa corresponde de forma adequada e proporcionada às expectativas da participação nacional, projetando eficazmente os interesses nacionais no mundo.
The challenges presented to nations today are increasingly complex, in an unstable and dangerous world, where threats are increasingly disguised and where almost no country is capable of responding by themselves. It is in this context that collective protective alliances are increasingly important and, for this, Portugal sees its ties to NATO, UN and EU as fundamental to the development of its foreign policy. This study investigates the viable and effective contributions to the operational commitment of the AFP as an instrument of national foreign policy, within the framework of the international organizations of which Portugal is a part. For this, an inductive reasoning methodology was used, based on an investigation based on mixed methods and techniques (quantitative with qualitative reinforcement), using AFP publications and interviews with specialists in the area studied. The results obtained demonstrate in a holistic way that, the AFP contributes in a viable and effective way with the use of weapons systems capable of aerial combat, reconnaissance and transport. The use of these AFP means in the framework of external cooperation corresponds adequately and proportionally to the expectations of a national contribution, effectively projecting national interests in the world.
