| dc.description.abstract | As ameaças transnacionais, imprevisíveis e assimétricas, características do século XXI promovem a necessidade de colaboração internacional. Os desafios colocados à segurança e estabilidade requerem a adopção de novos conceitos e capacidades. A ênfase no número e tamanho das forças, característicos dos conflitos tradicionais, deu lugar à capacidade de produzir efeitos rápidos, em qualquer parte do mundo, com danos colaterais reduzidos. As coligações internacionais constituem-se cada vez mais como a única alternativa para derrotar as ameaças globais, recorrendo à aplicação de todos os elementos do poder nacional. A orquestração desse poder sofre incrementos exponenciais, através de uma colaboração entre as várias capacidades num ambiente centrado em rede, onde existe uma ligação efectiva dos processos e sistemas de recolha, análise e difusão de informação, proporcionando decisões melhor informadas e acções com os efeitos desejados. A procura de maior eficácia com o dispêndio de menores recursos está subjacente a este processo, assentando em forças expedicionárias com capacidades modulares, com um grau de interoperabilidade que permita a operação conjunta. Este processo contínuo de Transformação da Defesa, com alterações a todos os níveis da cultura militar implica uma (R)evolução do Pensamento Estratégico. Abstract The transnational, unpredictable and asymmetrical threats characteristic of the 21st century promote the necessity for international collaboration. The challenges placed to the security and stability requires the adoption of new concepts and capacities. The emphasis in the number and size of the forces, characteristic of the traditional conflicts, gave way to the capacity to produce swift effects, in any part of the world, with reduced collateral damages. International coalitions are the only alternative to defeat the global threats, applying all the elements of the national power. The orchestration of this power suffers exponential increments, through the collaboration between capacities in a network centered environment, where takes place an effective linking of the processes and systems of collection, analysis and diffusion of information, providing better informed decisions and desired effects. The search for improved effectiveness with fewer resources is underlying to this process, which rests in expeditionary forces with modular capacities, with an interoperability degree that allows for joint operation. This continuous process of Defense Transformation implies changes to all levels of the military culture, involving a (R)evolution in Strategic Thinking. | por |
