A poluição atmosférica é um dos problemas ambientais que provoca mais efeitos nocivos, a curto e longo prazo, constituindo por isso, preocupação internacional. Os impac-tes ambientais têm aumentado duma forma rápida, bem como as consequências nefastas para a saúde e para os recursos naturais. Por esta razão, é crucial uma gestão adequada da qualidade do ar.
Este trabalho tem como objetivo estudar a região de Setúbal no que concerne à quali-dade do ar: identificando fontes emissoras de poluentes atmosféricos, apresentando taxas de emissão e avaliando as concentrações de poluentes em três redes de monitorização da qualidade do ar (Qualar, SECIL e EDP).
O estudo incidiu na região de Setúbal e no ano de 2010. Na primeira parte deste traba-lho, apresentou-se o estado atual dos conhecimentos sobre a poluição atmosférica, quer em termos de legislação, quer em termos de instrumentos a serem implementados no sentido de minimizar os seus impactes no ambiente e na saúde humana. Na segunda etapa, é apre-sentada a região de Setúbal e as principais fontes produtoras de poluentes, com base em informações disponíveis pela Comissão Europeia e dados fornecidos pela Câmara Munici-pal de Setúbal. Na terceira fase, caracterizou-se a qualidade do ar na região estudada, atra-vés da análise das concentrações dos poluentes CO, SO2, NO, NO2, NOx, PM2.5, PM10 e O3 medidas nas redes de monitorização da qualidade do ar localizadas em Setúbal. Efetuou-se o enquadramento legal e a identificação de fontes não só através da análise de tendências horárias, mensais e anuais, como também através da interpretação das concentrações rela-tivamente à direção dos ventos.
É observado a melhoria da qualidade do ar na região de Setúbal na última década, entretanto o O3 é um problema pois excede os valores limites estabelecidos. Sendo um poluente secundário, deve-se observar seus poluentes precursores.
O trabalho aqui apresentado contribui para o melhor conhecimento da qualidade do ar da região de Setúbal. Este estudo revela-se, então, essencial na avaliação da eficácia de planos e programas que visem a redução das emissões de poluentes atmosféricos e o cum-primento dos objetivos acordados na Comunidade Europeia.
Air pollution is one of the environmental problems that causes more harm in short or long term, and is therefore of international concern. The environmental impacts are in-creasing rapidly, as the extremely harmful consequences to the health and preservation of natural resources. For this reason, it is crucial an adequate management of air quality. This study aim to study the region of Setubal regarding the air quality: identifying emission sources of air pollutants, presenting emission rates and evaluating the pollutants concentration in three air quality monitoring networks (Qualar, SECIL e EDP). The study focused in the region of Setúbal in 2010. In the first approach of this work the current state of knowledge on air pollution was presented, in terms of legislation, in-struments to be implemented to minimize environmental impacts and human health. In the second step, it was presented the Setúbal region and its main sources of pollutants based on informations available by the European Commission and data provided from the Setúbal Municipality. In the third phase, air quality in the region was characterized by analyzing the concentrations of the pollutants CO, SO2, NO, NO2, NOx, PM2.5, PM10 and O3 meas-ured in the local air quality monitoring networks. Legal framework was performed and emission sources were identified not only by analyzing hourly, monthly and yearly trends, but also through the interpretation of concentrations according with the wind direction. It noted the improvement of air quality in the region of Setubal in the last decade, however O3 is a problem because it exceeds the limits established. Being a secondary pol-lutant it must be observed its precursor pollutants. The work presented here contributes to a better understanding of air quality in the re-gion of Setubal. This study revealed then essential to evaluate the effectiveness of plans and programs aimed at reducing emissions of air pollutants and compliance with agreed objectives within the European Community
