Abstract(s)
A Marinha criou o quadro de oficiais do Serviço Técnico (ST), tendo a sua progressão na
carreira permitido à organização integrar recursos humanos altamente qualificados. Dada a
importância de perspetivar o futuro da classe, nomeadamente na definição de cargos na estrutura
de direção, foi definido o tema do presente trabalho de investigação “A Classe dos oficiais do
Serviço Técnico. Contributos para a valorização da carreira.”
O objeto de estudo está delimitado ao universo aos oficiais do ST, começando
temporalmente em 1999, data da criação da classe.
O desenho da pesquisa foi o estudo de caso, tendo sido adotado um raciocínio indutivo no
processo de investigação, assente na análise dos dados e documentos obtidos junto da Direção
de Pessoal, de entrevistas semiestruturadas a militares com uma ampla visão estratégica na
organização, e de um questionário disponibilizado a todos os oficiais da classe ST. Deste modo
foi possível responder às perguntas derivadas e à questão central deste trabalho.
No final foram identificados os principais contributos para a valorização da carreira dos
oficiais do ST, que passa pela equidade na progressão da carreira comparativamente com a classe
dos cursos tradicionais, a definição de um modelo de carreira para a classe ST, a atribuição de
cargos fora da estrutura de Marinha, maior atribuição de funções verticais e por retomar a
formação pela via do CFOST.
Abstract: Navy has implemented the technical service officer career, which progression has permitted an integration into the organization of highly human qualified resources. Once the importance of prospect the future of this class, manly by defining functions in the structure direction, it has been defined this investigation work entitled “The technical service officer career Class. Contributions for career valuation”. This study’s object is delimitated to the technical service officers, starting on 1999, which is the date of the beginning of this class. The methodology adopted in this investigation work was the “case study”, based on a deductive reasoning in the research process, which used data analysis and documentation obtained in the Navy Human Resources Direction, semi-structured interviews to key elements with a high vision of the organization, and a questionnaire survey to all the technical service officers of this class. Based on this, is was possible to answer the derived and the central question of this investigation. Finally, there were identified the main contributions in order to achieve a better valuation of the technical service officers career class, such as the equality with the traditional courses, the importance of defining a career model for the class, the attribution of functions out of the Navy structure and the restart of the technical service officers course through one of the admission possibilities (CFOST) which is in standby mode since 2012.
