| dc.description.abstract | Portugal, membro fundador da Aliança Atlântica, hoje como no passado, partilha a responsabilidade de contribuir para a segurança militar da sua vasta área de soberania e responsabilidade. A Marinha Portuguesa permanece o vetor principal no exercício dos desígnios e compromissos políticos nacionais relativos ao mar, assegurando o exercício da soberania nacional, tão relevante na atualidade como no passado, especialmente com o reaparecimento das tensões e questões que pareciam extintas com o fim da Guerra Fria e o declínio da ameaça soviética. As novas velhas ameaças trazem novos velhos desafios, designadamente a necessidade de repor a eficácia dos instrumentos bélicos e incrementar a eficiência dos sistemas e estruturas de Defesa. Os desenvolvimentos passados e atuais nas áreas tecnológicas da Defesa e da investigação científica em sentido lato, aceleram quase diariamente o tempo da resposta e necessidade de atualizar, modernizar, investir, experimentar, renovar, num esforço vital de manter a relevância entre parceiros e face às ameaças. O envelhecimento das Fragatas, traz consequências negativas na relevância que se deseja manter no seio das Alianças militares a que Portugal pertence, diminuindo a sua influência face a países com que usualmente se compara em termos de capacidades e desempenho. Importa renovar a ambição nacional não apenas de recuperar as capacidades navais, mas de fazer uma aposta baseada na inovação e na tecnologia atuais e em desenvolvimento entre portas, para retomar e até suplantar os tradicionais papéis internacionais das forças navais do país. Analisando trabalhos e projetos na área, bem como recolhendo informação através de entrevistas a especialistas, elabora-se assim uma proposta daquela que pode ser a plataforma substituta das atuais Fragatas, reforçando a Capacidade Oceânica de Superfície. | pt_PT |
| dc.description.abstract | Portugal, founding member of the Atlantic Alliance, today as in the past shares the responsibility of contributing to the military security of its vast area of influence. The Portuguese Navy, remains the main vector in fulfilling its designs and political commitments regarding the sea, ensuring the exercise of national sovereignty, as relevant today as in the past, especially with the reappearing of the tensions and issues that seemed extinguished with the end of the cold war and the decline of the soviet threats. New old threats bring new old challenges, namely the necessity to restore the efficacy of the war instruments and increase the efficiency of the Defence systems and infrastructures. Past and current developments in the realm of Defence Technologies and Scientific Investigation, in broad sense, speedup, almost daily, the response tempo and the need to update, modernize, invest, experiment and renew, in a vital effort to maintain the relevance among partners and in view of the threats. The aging of the Frigates, brings dire consequences to the relevancy that the country wishes to maintain in the military alliances that he belongs to, diminishing its influence among the countries that it traditionally compares to. It matters not only to renew the national ambition not just of recovering the maritime capabilities but also of making a new gamble based on innovation and today’s technologies, existing or in home development to retake or even surpass the traditional international roles of the naval forces of the country. By analysing works and projects in this area as well as gathering information from specialists the author makes a proposal of the vessel that can be the replacement of today’s frigates thus reinforcing the Surface Oceanic Capability. | pt_PT |
