Este estudo de revisão tem por objetivo complementar as disposições gerais
dispostas no Plano Nacional de Contingência de Cabo Verde e fomentar a cooperação
entre agências. Para este efeito, é efetuado um enquadramento a nível conceptual,
definindo e caraterizando a poluição do meio marinho, a nível geostratégico, definindo a
importância da posição geográfica do arquipélago e o seu impacto económico,
ecológico e social, a nível legislativo fazendo referência às principais convenções e ao
Código Marítimo de Cabo Verde. Pretende ainda fazer um enquadramento
organizacional, caraterizando as diferentes entidades com competências no domínio da
poluição do mar. Posteriormente, faz uma descrição dos tipos e propriedades dos
hidrocarbonetos (HC), bem como as propriedades das substâncias perigosas (HNS).
Seguidamente são estudadas e analisadas algumas orientações operacionais de
apoio à tomada de decisão bem como as doutrinas e conceitos de prevenção e combate a
poluição do mar por HC e HNS, referentes nomeadamente a procedimentos de deteção e
alerta, as medidas de prevenção do combate a poluição do mar, os procedimentos
operacionais em caso de poluição do mar e o feedback final após o término das
operações de limpeza.
Para que os planos operativos alcançam o êxito numa operação de combate a
poluição, cheguei as seguintes conclusões: recursos materiais operacionais e
disponíveis, rápida mobilização dos recurosos humanos e materiais, monitorização
eficaz, uma boa coordenaçõ entre às entidades intervenientes, formação das equipas de
resposta e uma organização competente. Para isso, apoiou-se numa ampla revisão de
bibliografia existente sobre a poluição do mar por hidrocarbonetos e outras substâncias
perigosas e também em leis e documentos oficiais de Cabo Verde relativos à poluição
do mar.
This review study aims to complement the general provisions set out in the National Contingency Plan of Cape Verde and foster inter-agency cooperation. To this end, a conceptual framework is defined, defining and characterizing marine pollution at the geostrategic level, defining the importance of the geographical position of the archipelago and its economic, ecological and social impact at the legislative level, making reference to the main Conventions and the Cabo Verde Maritime Code. It also intends to make an organizational framework, characterizing the different entities with competence in the field of marine pollution. Subsequently, it gives a description of the types and properties of hydrocarbons (HC) as well as the properties of hazardous and noxious substances (HNS). Next, some operational guidelines to support decision-making as well as the doctrines and concepts of prevention and combat of pollution of the sea by HC and HNS are studied and analyzed, namely detection and alert procedures, pollution prevention measures of the sea, operational procedures in case of sea pollution and final feedback after cleaning operations are completed. In order for the operational plans to be successful in a pollution control operation, I have come to the following conclusions: operational and available material resources, rapid mobilization of human and material resources, effective monitoring, good coordination between stakeholders, training of response teams and a competent organization. To this end, it relied on a comprehensive review of existing literature on marine pollution by oil and other hazardous substances, as well as in official Cabo Verde laws and documents relating to pollution of the sea.
