O presente trabalho de investigação aplicada subordinado ao tema “Análise da aquisição conjunta de fardamento nas Forças Armadas” tem como linha orientadora a averiguação da existência ou não de mais-valias na aquisição conjunta de fardamento através da Unidade Ministerial de Compras do Ministério da Defesa Nacional ou Direção de Finanças do Estado Maior General das Forças Armadas.
O objetivo desta investigação é determinar se existem vantagens económicas evidentes para as Forças Armadas no âmbito da aquisição conjunta de fardamento. Para atingir tal desiderato a presente investigação estrutura-se em três partes. A primeira parte consiste numa exposição relativa a conceitos teóricos, na qual são abordados diversos temas, dos quais se destacam a evolução do fardamento e o seu estado na atualidade, economias de escala e análise de custos e a contratação pública. Na segunda parte, é apresentada a metodologia de base, que na presente investigação foi selecionado o método hipotético-dedutivo, são também fundamentadas as opções seguidas, é descrito o modelo de análise, caracterizado o contexto de observação, métodos e técnicas de recolha de dados, procedimentos de amostragem e técnicas de tratamento de dados. Numa terceira parte, onde está definido o trabalho de campo, no qual são descritas as entrevistas realizadas com intuito de obter informações no que concerne ao processo aquisitivo do fardamento de cada um dos ramos das Forças Armadas, possibilidades de uniformização e possibilidades de centralização.
De acordo com a investigação realizada foi possível concluir que existiriam várias possibilidades de centralização relacionadas com esta categoria, foram referidos bastantes entraves a este tipo de centralização, devido principalmente, à individualidade e especificidade do fardamento de cada um dos ramos e fator humano a eles associado.
This applied reseasch work is entitled "Analysis of the joint acquisition of uniforms in the Armed Forces". Has as guideline the inquiry of existence or not of gains in the joint acquisition of uniforms through the Procurement Ministerial Unit of the Ministry of National Defense or Finance Directorate of the General Staff of the Armed Forces. The general objective of this research is to determine whether there are economic advantages to the Armed Forces in the joint acquisition of uniforms. To achieve this goal in this investigation is structured in three main parts. The first part consists of an exposition related to theoretical concepts, in which various topics are addressed, such as the evolution of the uniforms and its present state, economies of scale and cost analysis and public procurement. In the second part, the basic methodology is presented, in the present research was selected hypothetico-deductive method, also are based the options followed, the analysis model is described, characterized the context of observation, methods and techniques of data collection, sampling procedures and data processing techniques. In a third part, where the fieldwork is defined, in which interviews are described with the purpose of obtaining information regarding the purchasing process of the uniforms of each branch of the Armed Forces, possibilities for uniformity and possibilities of centralization. According to the research carried out, it was possible to conclude that there would be several possibilities of centralization related to this category, there were enough obstacles to this type of centralization due mainly to the individuality and specificity of the uniforms of each branch and associated human factor.
