Abstract(s)
Às Polícias em geral e, à Polícia de Segurança Pública (PSP) em particular, cabe a nobre tarefa de zelar pelos Direitos, Liberdades e Garantias do Cidadão e pelo normal funcionamento das instituições democráticas, assumindo-se como o pilar fundamental de um Estado de Direito Democrático. No, e para o cumprimento dos Deveres estatuídos, a Polícia, está munida de uma vasta panóplia de recursos e de valências policiais, para fazer face aos inúmeros incidentes com que são confrontados, devendo a sua actuação não ser aleatória mas sim controlada e eficaz.
Este trabalho, de cariz eminentemente empírico, pretende escalpelizar a actividade desenvolvida pelos Centros de Comando e Controlo na PSP, uma vez serem o mecanismo controlador e gestor de todos os meios policiais no terreno. Neste sentido, a gestão dos recursos operacionais deverá estar alicerçada em procedimentos cabalmente definidos e uniformizados. Todavia, a informação constitui-se como a sustentáculo de toda a decisão, devendo-se adoptar Sistemas de Apoio à Decisão suportadas nas novas tecnologias, uma vez permitirem um manancial de informação útil, facilitando as decisões que terão de ser tomadas por parte dos gestores dessa actividade.
Em suma, as melhores decisões não são só aquelas que são céleres, mas também aquelas que são sustentadas e fundamentadas em informações, contribuindo assim para o aumento da eficácia e da eficiência da actuação policial.
It is the responsibility of Police Forces, particularly, the Public Security Police to ensure citizens’ rights, freedom and guarantees as well as to ensure the functioning of democratic institutions, assuming itself as the fundamental pillar of a Rule State of Law. To accomplish its duties, Police has several resources and police competences, which allow them to face all incidents in a controlled and effective way. This work of an empiric nature pretends to analyze the activity developed by the Centros de Comando e Controlo (Control and Command Centres) since they are the surveillance and management mechanism of all resources. This way, the recourse management shall be based on defined and standardized proceedings. However, information is the main ground for all decisions and Sistemas de Apoio à Decisão (Decision Support Systems) should be adopted, once they contribute for useful information, making decisions process easier as far as managers of that activity are concerned. In conclusion, best decisions are not only those that are fast but also those that are based on information, allowing this way an improved and an effective police performance
