Abstract(s)
O objectivo deste trabalho de investigação, visa identificar o melhor Sistema de
Higiene e Segurança nos Sectores de Manutenção da Força Aérea Portuguesa (FAP), tendo
em consideração os recursos disponíveis.
O trabalho é iniciado com uma abordagem da Higiene e da Segurança no Trabalho
(HST) quanto à sua evolução, relativamente ao seu conceito e depois relativamente ao seu
emprego na sociedade civil e ainda na FAP.
A discussão em torno dos objectivos pretendidos com a função de HST constitui
um factor importante neste trabalho. É com base nestes objectivos que se estabelecem as
grandes linhas de orientação para que se consiga implementar, na FAP, um eficaz Sistema
de Higiene e Segurança no Trabalho (SHST). Vai ser identificado que, o melhor sistema é
o que está virado para o homem, para o trabalhador.
Tendo em vista o conhecimento do SHST em organizações civis, são apresentados
os modelos de organização e os processos utilizados nas Oficinas Gerais de Material
Aeronáutico (OGMA) e na TAP, no sentido de retirar aspectos positivos e que possam ser
aproveitados na FAP.
Discutem-se os problemas actuais da estrutura do SHST na FAP, apoiados por
entrevistas a responsáveis pela HST e pela análise do Relatório Anual.
Após terem sido identificados os problemas actuais na FAP, de se abordar os
modelos existentes em organizações civis e de se definirem os objectivos com um SHST,
perspectiva-se depois aquele que poderá ser o modelo conceptual do SHST na nossa
Organização.
São identificados vários aspectos que podem contribuir para uma melhoria do
SHST na FAP, não só a nível de execução como também a nível de gestão. É aqui
identificado o Gabinete de Prevenção de Acidentes (GPA) da Inspecção-Geral da Força
Aérea (IGFA) como o órgão responsável pela gestão da HST.
A Higiene e a Segurança são apresentadas neste trabalho como actividades
essenciais para a operação em segurança dos meios, tendo em vista uma melhoria das
condições de trabalhado. Este facto irá beneficiar não só os trabalhadores como também
das organizações, pois irá conseguir-se uma diminuição de sinistralidade. Abstract: The purpose of this research work is to identify the best System of Hygiene and
Safety in Sectors of Maintenance of the Portuguese Air Force (PRTAF), taking into
consideration the resources available.
The work starts with an approach of the Hygiene and of the Safety in the Work
with relationship to your evolution, relative to its concept and then relative to its use in the
civil society and in the Portuguese Air Force.
The discussion around the objectives pursued by the function of Hygiene and of
the Safety in the Work it constitutes an important factor in this work. The major guidelines
towards the implementation in the PRTAF of an effective System of Hygiene and Safety in
the Work are based on these objectives. It will be identified that, the best system is the one
that is oriented towards the man, the worker.
Considering the knowledge of System of Hygiene and Safety in the Work in
civilian organizations, the organization models and the processes used at the General
Workshops of Aeronautical Material (OGMA) and in Portuguese Air Transports are
introduced, so as to draw positive aspects which may used by the Portuguese Air Force.
The problems of the current System of Hygiene and Safety in the Work structure
in the Portuguese Air Force are discussed, supported by interviews to those responsible by
Hygiene and of the Safety in the Work and for the analysis of the Annual Report.
After having identified the current problems in the Portuguese Air Force,
approached the existing models in civilian organizations, and defined the objectives of a
System of Hygiene and Safety in the Work service, the potential conceptual System of
Hygiene and of the Safety in the Work model for our Organization will be looked into.
Several aspects which might contribute for an improvement of SHST service in
the PRTAF are identified, not only at the execution level, but also at the management level.
The Cabinet of Prevention of Accidents (GPA) of the Inspection-General of the Air Force
(IGFA) is identified as the organ responsible for the Hygiene and of the Safety in the Work
management.
This work introduces Hygiene and the Safety as essential activities for the safe
operation of the means, aimed at the improvement of working conditions. This fact will
benefit both the workers and the organizations since a decrease of accidents at work will be
achieved.
