Quando se analisa a história de Portugal verifica-se, por vezes, uma falta de orientação relativamente a um planeamento bem e formulado. Também a nível de Marinha se verifica um claro despreendimento relativamente a estas questões. Isto comprova-se pela verificação da doutrina nacional existente que remonta a 1987 (PPA-1). Desta forma, e como é comprovado nesta dissertação é indispensável um
planeamento bem estruturado, para o cumprimento adequado das missões, para que não se verifiquem danos, tanto a nível do pessoal, como do material, os quais seriam
catastróficos para o futuro. Tendo por base a doutrina nacional existente (1987) e a atual doutrina inglesa (2014), complementado com alguma doutrina NATO pretende-se apresentar e clarificar o processo de Estimativa de Comando.
Assim, esta dissertação visa estudar o processo de Planeamento Operacional e
Tático utilizado pelo Núcleo Operacional Permanente (NOP) em apoio ao comandante
da TG Nacional (POTG) ou ao comandante de uma unidade. Esta tese tem como
desígnio propor uma Estimativa de Comando a nível nacional, com aplicação a nível
tático de Marinha, com o objetivo de a melhorar, simplificar, atualizar e adapta-la à
realidade atual conforme o planeamento da Marinha. Com os conhecimentos adquiridos pretende-se realizar a introdução de um Sistema de Apoio à Decisão que facilite o processo do comandante de uma força ou de uma unidade naval na avaliação da análise de risco, durante a condução de Operações Navais, recorrendo a uma Estimativa de Comando, de modo a que esta siga uma linha de pensamento lógico e que quando realizada tenha um formato predefinido assemelhado à Estimativa de Comando utilizado pela Royal Navy. Assim basear-me-ei num Sistema de Apoio já existente na Marinha Inglesa, designado por Maritime Command Estimate Assistant, que não segue uma linha de ação lógica o que torna o processo de apoio a um comando, lento e de difícil tratamento dos dados que alimentam a Estimativa de Comando.
When reviewing Portugal’s history there is, sometimes, a lack of guidance regarding a well formulated plan. Also in the Navy we can verify a clear detachment on these issues. This is proved through the verification of existing national doctrine, which dates back to 1987 (PPA-1). Thus, and as is demonstrated in this dissertation, a well-structured planning is indispensable for the proper accomplishment of the missions, so that no damage occurs at both the personal level, and the material, which would be catastrophic for the future. Based on the existing national doctrine (1987) and the current english doctrine (2014), complemented with some NATO doctrine it is intended to present and clarify the Command Estimate process. Therefore, this dissertation aims to study the process of Tactical and Operational Planning used by the Standing Operational Unit in support of the commander of the National TG (POTG) or the commander of a unit. This dissertation’s purpose is to propose a Command Estimate nationally, applicable in the tactical level of the Navy, in order to improve, simplify, update and adapt it to the current reality according to the planning of the Navy. With the knowledge gained it is intended to introduce a Decision Support System that facilitates the process of the commander of a force or a naval unit in the assessment of risk analysis during the conduction of Naval Operations, using an Estimate command, so that it follows a logical line of thought and that when performed has a predefined format resembling the Command Estimate used by the Royal Navy. So I will base myself on the existing Support System in the Royal Navy, called Maritime Command Estimate Assistant, which does not follow a logical line of action which makes the process of supporting a command, slow and with difficult processing of the data which feeds the Command Estimate.
