| dc.description.abstract | A polĆtica de Defesa Nacional Ć© vinculada por um quadro de alianƧas bilaterais e multilaterais, destacando-se a NATO. Sendo este o cenĆ”rio mais provĆ”vel do emprego das FFAA, a NormalizaĆ§Ć£o reveste-se de especial importĆ¢ncia, uma vez que permite alcanƧar os nĆveis de interoperabilidade entre as forƧas das AlianƧa. Neste sentido, o presente trabalho tem como objeto de investigaĆ§Ć£o o processo de implementaĆ§Ć£o dos STANAG nas FFAA, por forma a identificar os contributos para um modelo de gestĆ£o da sua implementaĆ§Ć£o. Para tal, sĆ£o analisados os mecanismos de implementaĆ§Ć£o de STANAG vigentes e o nĆvel de implementaĆ§Ć£o de STANAG nas FFAA, com a finalidade de identificar as vulnerabilidades existentes para, posteriormente, descrever as medidas necessĆ”rias a fim de melhorar o respetivo processo. Para a concretizaĆ§Ć£o destes objetivos, a investigaĆ§Ć£o baseou-se num raciocĆnio indutivo, assente numa estratĆ©gia qualitativa e num desenho de pesquisa consubstanciado num estudo de caso referente ao processo de NormalizaĆ§Ć£o, instituĆdo em Portugal. Da pesquisa efetuada, conclui-se que Ć© necessĆ”rio rever a legislaĆ§Ć£o sobre a NormalizaĆ§Ć£o em Portugal, de modo a contemplar as responsabilidades e o fluxo de informaĆ§Ć£o, passando a vigorar a centralizaĆ§Ć£o, mediante a criaĆ§Ć£o de RepartiƧƵes de NormalizaĆ§Ć£o, possibilitando a sua supervisĆ£o e o controlo. | pt_PT |
| dc.description.abstract | The National Defense policy is linked through a framework of bilateral and multilateral alliances, highlighting NATO. As this being the most probable scenario of Armed Forces employment, Standardization is important as it allows achieving the levels of interoperability between the forces of the Alliance. In this sense, the present work has, its research object the implementation process of the STANAG in the Armed Forces, to identify the contributions to a model of management of the STANAG implementation. To this end, the implementation mechanisms of STANAG are analyzed such as the level of implementation of STANAG in the Armed Forces, to identify the existing vulnerabilities to subsequently describe the necessary measures to improve the implementation process. To achieve these objectives, this investigation was based on inductive reasoning, through a qualitative strategy and a research design embodied in a case study of the Standardization process implemented in Portugal. From the research itās concluded that itās necessary to revise the legislation on Standardization in Portugal, to contemplate the responsibilities and the information flow, becoming to centralize procedures through the creation of standardization structures, thus enabling supervision and control. | pt_PT |
