Abstract(s)
O presente trabalho de investigação debruça-se sobre o impacto da implementação de uma Logística Multifuncional nos sistemas logísticos dos Ramos das Forças Armadas. Este conceito, inicialmente desenvolvido no Exército Americano, foi posteriormente adotado pela Força Aérea Americana. Nos anos 80/90, os oficiais do corpo de logística do Exército Americano que obtinham, através da frequência de cursos, qualificações em mais do que uma especialidade da logística, eram considerados oficiais multifuncionais, na área da logística, tendo sido criada posteriormente, uma especialidade em Logística Multifuncional. É um conceito associado à integração da cadeia de abastecimento e pretende retratar o exercício da logística com uma dimensão transversal às funções, rompendo com as barreiras burocráticas associadas às funções organizadas por departamentos.
Ao longo do trabalho é estabelecida a relação entre a Logística Multifuncional e os conceitos de “Supply Chain Management” e “Distribution-Based Logistics”, associados à aplicação de técnicas “lean” e de gestão por processos. Esta relação emerge pela necessidade dos sistemas logísticos se adaptarem às novas condições em que as organizações atuam, com ligações em rede a nível local e global, maior visibilidade sobre todos os itens e necessidade de maior rapidez de resposta e maior flexibilidade, mantendo, no entanto, os custos de operação controlados.
A análise da situação de alguns países aliados ou amigos, deixou claro o facto de estes países terem evoluído, ao longo dos anos mais recentes, para uma integração dos seus sistemas logísticos, na procura constante de uma resposta mais eficiente e eficaz para apoiar as Forças Armadas nos novos desafios que enfrentam.
O estudo analisa, igualmente, os sistemas logísticos dos Ramos das Forças Armadas Portuguesas, concluindo que estes, apesar das recentes alterações introduzidas, apresentam ainda condições para evoluir no sentido da sua otimização.
Baseado no método hipotético-dedutivo composto pelas suas sete etapas e efetuado que foi o estudo da evolução dos sistemas logísticos dos países analisados, caraterizada a situação atual das Forças Armadas Portuguesas e tendo presente as entrevistas efetuadas, foi possível elaborar quatro cenários possíveis de evolução. Estes cenários apresentam como característica comum, a introdução de uma gestão por processos em substituição de uma gestão por funções. No entanto, a principal diferença entre eles reside no seu grau de integração, com o cenário quatro a apresentar uma integração total entre os três sistemas logísticos dos Ramos.
Por último, é efetuada uma análise das implicações da adoção de cada um dos cenários respetivamente na doutrina, organização, treino, material, liderança, pessoal, infraestruturas e interoperabilidade.
Conclui-se que a adoção de uma Logística Multifuncional contribui para um aumento da eficiência e eficácia no apoio logístico aos Ramos das Forças Armadas, quer seja através da integração das diversas funções que compõem os sistemas logísticos dos Ramos per si, quer considerando um patamar de integração superior, com a criação de um único organismo, com a responsabilidade do apoio logístico aos três Ramos. Abstract: This research addresses the impact of implementing a Multifunctional Logistics within the logistics systems of the Armed Forces’ branches. This concept, originally developed in the U.S. Army, was later adopted by the U.S. Air Force. In the 80’s/90’s, the officers of the U.S. Army logistics that got through the frequency of courses, qualifications in more than one logistics’ specialty, were considered to be multifunctional officers, within the logistics field and later a Multifunctional Logistics specialty was created. It is a concept associated with the integration of the supply chain and seeks to portray the logistics exercise as a transversal dimension to the functions, breaking through bureaucratic barriers associated with functions organized by departments.
The relationship between the Multifunctional Logistics and the concepts of "Supply Chain Management" and "Distribution-Based Logistics", associated with the application of "lean" and management by processes, is established throughout this research. This relationship emerges due to the need for logistics systems to adapt to the new conditions with which organizations operate, having network connections on a local and global level, greater visibility on all items and need for greater responsiveness and flexibility, maintaining, however, controlled operational costs.
The analysis of the situation in some allied or friendly countries, made it clear that these countries had evolved, over the recent years, towards an integration of their logistics systems, in the constant search for a more efficient and effective response to support the Armed Forces in the new challenges they face.
The study also analyzes the existing logistics systems in the three branches of the Portuguese Army Forces, concluding that these, despite recent changes, are still able to evolve towards a better optimization.
Based on the hypothetic-deductive method composed by its seven steps and having carried out the study of the evolution of the logistics systems of the countries analyzed, characterized the current situation of the Portuguese Armed Forces and bearing in mind the interviews conducted, it was possible to present four possible scenarios of evolution. These scenarios have as common feature, the introduction of process management in the place of functions management. However, the main difference between them lies in its degree of integration, with the scenario number four leading to a full integration between the three logistics systems of the Branches. Finally, an analysis was carried out based on the implications of adoption of each of the scenarios in respective to the doctrine, organization, training, material, leadership, personnel, infrastructures and interoperability.
It is concluded that the adoption of a Multifunctional Logistics contributes to increased efficiency and effectiveness in logistical support to the Branches of the Armed Forces, whether through the integration of the various functions that make up the logistics systems of the branches themselves, or through a higher level of integration, with the creation of a single body, that encompasses the responsibility of logistical support to all three Branches.
