No âmbito da participação de Portugal no fórum Military Airworthiness
Harmonization (MAWH), sob a égide da European Defence Agency (EDA), desde 9 de
Janeiro de 2009, este trabalho teve como objectivo investigar em que medida a certificação
da manutenção das aeronaves militares que a Força Aérea (FA) opera, cumpre com o
Regulamento CE Nº2042/2003 e de que forma este contribuirá para a melhoria dos
processos de manutenção e para a interoperabilidade dos Operadores Militares.
A metodologia utilizada neste trabalho baseou-se na formulação de hipóteses as
quais foram testadas recorrendo aos seguintes instrumentos de observação: Análise
documental da FA e da Organização do Tratado Atlântico Norte (NATO), modelo de
Estrutura Comum de Avaliação, inquéritos de auto-avaliação na FA, inquéritos aos
Operadores Militares que constituem os European Participating Air Forces no Programa
F-16 Mid Life Update (EPAF), inquéritos às Autoridades Aeronáuticas Militares Europeias
e entrevistas a peritos com experiência e conhecimento do Sistema de Aeronavegabilidade
da Aviação Civil e Militar.
Neste trabalho identificou-se em que medida os requisitos do normativo EASA
(Agência Europeia para a Segurança da Aviação) Parte 145 são cumpridos, e as iniciativas
e sugestões de melhoria a desenvolver na manutenção das aeronaves militares realizada na
FA, na manutenção prestada por empresas civis e na manutenção efectuada pela FA em
ambiente de interoperabilidade.
Constituiu principal conclusão deste trabalho a verificação de que o cumprimento
do normativo Parte 145, na certificação da manutenção das aeronaves que a FA opera,
contribui para a melhoria dos processos de manutenção, nomeadamente na regulamentação
da actividade da Manutenção através de procedimentos, e na independência do Sistema da
Qualidade na Manutenção. Esta melhoria estende-se para a exigência legal do
cumprimento do normativo pelas empresas prestadoras de serviços de manutenção e no
reconhecimento dos serviços prestados em ambiente de interoperabilidade.
São ainda apresentadas algumas recomendações que passam, designadamente, pela
proposta de temas para futuros trabalhos de investigação, pela identificação de sugestões
de melhorias ao nível da manutenção de aeronaves na FA e pelo estudo da criação de uma
Autoridade Aeronáutica Militar. Abstract: In the scope of the participation of Portugal in the Military Airworthiness
Harmonization (MAWH) forum, sponsored by the European Defense Agency (EDA) since
9th of January of 2009, the purpose of this document is to present the research done
regarding the maintenance certification of military aircraft operated by the Portuguese Air
Force (FA) in accordance with the Regulation CE Nº2042/2003, Annex II – Part, Section
145 and considering how it will contribute to the improvement of the maintenance
processes and the interoperability among Military Operators.
The methodology used in this study was based on the formularization of hypotheses
which were then tested using the following tools: FA and North Atlantic Treaty
Organization (NATO) documentation analysis, Common Assessment Framework model
(CAF), FA self-evaluation questionnaires, questionnaires to European Participating
Forces in F-16 Mid Life Update Program (EPAF), questionnaires to the Europeans
Military Aeronautical Authorities and interviews to experts with experience and
knowledge on Civil and Military Airworthiness Systems.
In this work, the requirements of the European Aviation Safety Agency (EASA)
Part 145 regulation which the FA complies with are identified and suggestions for
improvement are made. These suggestions are to be used in the maintenance of the military
aircraft operated by the FA, in the maintenance done by civilian companies and in the
maintenance done by the FA in an interoperability environment.
The main conclusion of this study is that the verification of the Part 145 regulation
requirements, in the maintenance certification of the FA aircraft, contributes to the
improvement of the maintenance processes, especially in the regulation of the Maintenance
activity, through the use of standard procedures, and in the independence of the
Maintenance Quality System. This improvement is extended to the legal requirements of
regulation compliance by the civilian companies that provide maintenance services and in
the recognition of the services done in an interoperability environment.
This document ends with the presentation of some recommendations such as the
proposal of subjects for future research studies, the presentation of topics for
improvements in the FA military aircraft maintenance processes and the study of the
creation of a Military Aeronautical Authority.
