O presente estudo teve como objetivo analisar a recetividade interna à criação de uma Divisão de Intervenção e Fiscalização Policial (DIFP) na Polícia de Segurança Pública (PSP), procurando compreender de que modo a cultura policial e outros fatores organizacionais condicionam a aceitação de uma eventual reestruturação. Foi adotada uma abordagem qualitativa, baseada na realização de entrevistas semiestruturadas a polícias com ligação funcional às Esquadras de Intervenção e Fiscalização Policial (EIFP). Os dados recolhidos foram submetidos a análise de conteúdo, mediante um processo de categorização aberta, permitindo a identificação de padrões, perceções e significados atribuídos pelos participantes. Os resultados demonstram que a recetividade interna à criação da DIFP tende a ser globalmente reduzida, ainda que não uniforme, assumindo um caráter condicionado por múltiplos fatores. A cultura policial emerge como uma variável mediadora central, influenciando significativamente a forma como a proposta é interpretada, avaliada e potencialmente aceite. Neste contexto, verifica-se a coexistência de perceções ambivalentes: por um lado, são reconhecidas vantagens associadas à racionalização de recursos, à uniformização de procedimentos operacionais e ao reforço da especialização técnica; por outro, subsistem resistências relevantes, nomeadamente a tendência para a preservação do status quo organizacional, o receio de perda de autonomia operacional, a possível diminuição do conhecimento territorial e a perceção de eventual degradação dos tempos de resposta. Em termos conclusivos, o estudo sugere que a aceitação interna da criação de uma DIFP não depende exclusivamente dos seus potenciais benefícios estruturais, mas sobretudo de fatores processuais e contextuais. Destacam-se, entre estes, a clareza na definição das suas competências e atribuições, a adequação dos recursos humanos e materiais, a articulação eficaz com o dispositivo policial existente e, de forma particularmente crítica, a qualidade do processo de gestão e implementação da mudança organizacional.
The present study aimed to analyse internal receptivity to the creation of an Intervention and Police Inspection Division (DIFP) within the Polícia de Segurança Pública (PSP), seeking to understand how police culture and other organisational factors shape the acceptance of a possible restructuring. A qualitative approach was adopted, based on semi-structured interviews with police officers functionally linked to the Intervention and Police Inspection Squads (EIFP). The data collected were subjected to content analysis through an open categorisation process, allowing the identification of patterns, perceptions, and meanings attributed by the participants. The findings show that internal receptivity to the creation of the DIFP tends to be generally low, although not uniform, assuming instead a conditional character shaped by multiple factors. Police culture emerges as a central mediating variable, significantly influencing the way in which the proposal is interpreted, assessed, and potentially accepted. In this context, ambivalent perceptions coexist: on the one hand, advantages are recognised in terms of resource rationalisation, the standardisation of operational procedures, and the strengthening of technical specialisation; on the other hand, significant forms of resistance remain, namely the tendency to preserve the organisational status quo, fear of losing operational autonomy, the possible decline in territorial knowledge, and the perception of a potential deterioration in response times. In conclusion, the study suggests that internal acceptance of the creation of a DIFP does not depend exclusively on its potential structural benefits, but above all on procedural and contextual factors. Among these, particular emphasis is placed on the clear definition of its competencies and responsibilities, the adequacy of human and material resources, effective articulation with the existing policing structure, and, most critically, the quality of the organisational change management and implementation process.
