| dc.description.abstract | O objeto de estudo do presente trabalho compreende a análise do Sistema Nacional de Busca e Salvamento Aéreo implementado atualmente, avaliando os seus níveis de eficiência e eficácia e possível reestruturação visando a melhoria do sistema. Numa primeira fase pretende-se analisar o setor aeronáutico e marítimo, identificandose a possível ligação com o aumento do número missões de Busca e Salvamento. Posteriormente analisar e avaliar os níveis de eficácia e eficiência do nosso sistema, comparando-os com os obtidos por parte dos sistemas Canadianos, Norte-Americanos, Irlandeses e Britânicos. Numa fase final, evidenciar através de uma análise SWOT, qual a solução a implementar em Portugal, caso se opte por uma reestruturação do Sistema. Metodologicamente, realizou-se uma pesquisa bibliográfica, quer a nível nacional, quer a nível internacional, complementada com a realização de entrevistas semiestruturadas a peritos na Busca e Salvamento e à análise de dados retirados de missões realizadas nos Centros Coordenadores de Busca e Salvamento nacionais. Com a investigação conseguiu-se concluir que os níveis de eficácia e eficiência do Sistema Nacional de Busca e Salvamento Aéreo estão abaixo do desejável. A criação de um Joint Rescue Coordination Centre apresenta-se como a solução a ser tomada numa possível reestruturação do sistema. Abstract: The study object of the present work comprises the analysis of the Aerial Search and Rescue System currently implemented, evaluating its levels of efficiency and effectiveness and possible restructuring in order to improve the system. First, we have analyzed the aeronautical and maritime sector, identifying a possible relationship with the increase in the number of Search and Rescue missions. Then we have analyzed and evaluated the efficiency and effectiveness levels of our system, comparing them with those obtained by the Canadian, American, Irish and British systems. Finally, evidenced through a SWOT analysis, which is the solution to be implemented in Portugal. Methodologically, a bibliographical research was carried out, both nationally and internationally, complemented by semi-structured interviews with search and rescue experts and the analysis of data taken from missions carried out at Portuguese search and rescue centers. With the investigation it was concluded that the levels of effectiveness and efficiency of the Aerial Search and Rescue System are below the desirable levels. The creation of a Joint Rescue Coordination Center looks like to be the solution to be taken in a possible restructuring of the system. | pt_PT |
