Portugal encontra-se inserido em múltiplos quadros multilaterais, sendo a cooperação policial internacional uma prioridade estratégica. Esta investigação tem como objetivo avaliar o contributo do Ponto Único de Contacto para a Cooperação Policial Internacional, face ao quadro de ameaças e riscos internacionalmente identificados, bem como apresentar medidas para a melhoria da articulação na cooperação internacional, no âmbito policial e judiciário em matéria penal.
Nesta investigação adotou-se um raciocínio dedutivo e interpretativo, aplicando os mecanismos de cooperação policial internacional à realidade portuguesa, de forma a analisar o papel do Ponto Único de Contacto português. Utilizou-se uma estratégia de investigação qualitativa, materializada a partir da revisão da literatura e em entrevistas semiestruturadas, procedendo-se posteriormente à análise de conteúdo tradicional. Relativamente ao desenho da pesquisa, optou-se pelo estudo de caso, através de uma análise detalhada do Ponto Único de Contacto em Portugal, possibilitando perceber o seu contributo na cooperação policial internacional.
Como principal conclusão, retira-se que o Ponto Único de Contacto para a Cooperação Policial Internacional ainda não atingiu a sua plenitude de funcionamento, tonando-se necessário que funcione efetivamente como um único canal no intercâmbio de informações. Por outro lado, na articulação entre a cooperação policial internacional e a cooperação judiciária internacional em matéria penal, este órgão deverá alargar a sua esfera de influência na área de convergência entre as duas dimensões, permitindo mais eficiência com todo o sistema.
Portugal is inserted in multiple multilateral frameworks, and international police cooperation is a strategic priority. The aim of this research is to evaluate the contribution of the single point of contact for international police cooperation, considering the international threats and risks, as well as to present measures to improve the articulation between the police and judicial fields. In this investigation it was adopted a deductive reasoning, applying the mechanisms of international police cooperation in the portuguese reality, in order to analyze the role of the portuguese single point of contact. A qualitative research strategy was used, materialized from the literature review and in semi-structured interviews, proceeding later to the traditional analysis of the content. Regarding the design of the research, we opted for the case study, through a detailed analysis of the single point of contact in Portugal, making it possible to realize its contribution to international police cooperation. As the main conclusion, it is withdrawn that the single point of contact for international police cooperation has not reached its fullness of operation yet, and it is necessary to work effectively as a single channel in the exchange of information. On the other hand, in the articulation between international police cooperation and international judicial cooperation, it should extend its sphere of influence in the convergence area between the two dimensions, allowing more efficiency with the whole system.
