| dc.description.abstract | O presente trabalho de investigação individual tem como objetivo analisar a cooperação técnico-policial e a cooperação técnico-militar com os países da Comunidade de Países de Língua Portuguesa. A investigação aborda a conflitualidade na nova ordem mundial e os instrumentos existentes para lhes fazer face, dos quais apresentaremos a vertente normativa da cooperação, abordando a cooperação técnico militar e a técnico-policial para determinar os seus pontos de convergência e de fricção na prossecução dos objetivos definidos pela política externa de Portugal. Relativamente à cooperação técnico-policial, estudámos o envolvimento da Guarda Nacional Republicana e da Polícia de Segurança Pública, citando as vertentes de cooperação com maior expressão e os países onde essas ações mais se fizeram sentir. Mais em pormenor foi abordado o programa de cooperação com Angola. Relativamente à cooperação técnico-militar foi estudada a intervenção das Forças Armadas Portuguesas nos vários países da CPLP, especificamente em Angola. Assim, permitiu-nos detetar alguns pontos convergentes nestes dois conceitos, o militar e o policial. Por fim, e após a análise efetuada, foram sugeridos formas de cooperação para a cooperação técnico-policial e a técnico militar, numa ótica de rentabilização de recursos que cada vez mais são escassos. Abstract: This individual research aims to analyze military technical cooperation and police technical cooperation within the countries of the community of Portuguese-speaking countries. The research covers the conflict in the new world order and instruments to deal with them, which we will present to the normative aspect of cooperation, addressing the military technical cooperation and police technical cooperation to determine points of convergence and friction in pursuit of the goals set by Portugal's foreign policy. Regarding technical cooperation, we have studied National Republican Guard and the Public Security Police, specially the areas with greater expression and the countries where these actions were more important. Angola was discussed as a case study. With regards to military-technical cooperation, it was considered the Portuguese armed forces intervention in the various countries of the CPLP, specifically in Angola. Thus, allowed us to detect some convergent points and friction in these two concepts, the police and military. Finally, and after the analysis performed, forms of cooperation were suggested for military technical cooperation and police technical cooperation in the pursuit of the efficiency. | pt_PT |
