Este Relatório Final teve um carácter pioneiro no âmbito dos normativos técnicos da PSP. Como se retira do título, pretendeu proporcionar um contributo para a definição de uma estratégia de empenhamento operacional dos meios aéreos não tripulados, aqui designados por RPAS (Remotely Piloted Aircraft Systems).
Pretendeu-se analisar o enquadramento do empenhamento operacional dos RPAS no modelo de actuação policial, nomeadamente através da integração nos níveis de intervenção. Nesta senda, enunciaram-se normas de empenhamento dos RPAS em missões policiais, sob a fórmula de Norma de Execução Permanente (NEP).
A metodologia da investigação repartiu-se entre o método expositivo, com recurso à revisão da literatura, e a componente prática com a realização de seis entrevistas a uma amostra de Oficiais ao nível de direcção e comando na PSP.
As hipóteses formuladas enunciaram que o modelo de actuação policial tem prevista a utilização de RPAS e que o enquadramento normativo na PSP, em rigor a NEP n.º AUOOS/DO/01/14, consagra a utilização de RPAS no seu planeamento operacional.
Resultado da investigação, conclui-se que as hipóteses não se confirmaram, pelo que o contributo deste trabalho assenta na produção de normas de empenhamento operacional dos RPAS e na constatação de que é enorme a potencialidade de integração dos RPAS no modelo de actuação policial, em todos os níveis de intervenção, desde que considerada no planeamento operacional.
This Final Report had a pioneering character within the technical normative of PSP. According to the title, it aimed to provide an operational engagement strategy for the Remotely Piloted Aircraft Systems, hereby identified as RPAS. It intended to analyze the framework of the operational engagement of the RPAS in the policing model, in particular by incorporating in the intervention levels. In this vein, were produced rules of engagement of RPAS in police missions under a Norma de Execução Permanente (NEP). The research methodology splits itself between the expository method, using the literature review, and the practical component with the completion of six interviews to a sample of High Rank PSP Officers. The hypothesis stated that the policing model foresees the use of RPAS and the regulatory framework on PSP, strictly speaking the NEP n.º AUOOS/DO/01/14, foresees the use of RPAS in its operational planning. Stemming from the investigation, it concludes that the hypothesis were not confirmed, so the contribution of this work is based on the production of operational engagement normative for RPAS, and the finding that is enormous the potential for integration of RPAS in the policing model, in all intervention levels, provided that considered in the operational planning.
