Abstract(s)
Este relatório resulta do estágio curricular do Mestrado em Engenharia Alimentar,
da Escola Superior Agrária de Coimbra. Foi realizado na ASAE (Autoridade de Segurança
Alimentar e Económica) e teve lugar nas instalações da Unidade Regional do Centro, em
Coimbra, com a duração de seis meses.
O objetivo principal deste estágio consistiu em conhecer a dinâmica da instituição,
as suas necessidades e recursos, de forma adaptativa, bem como acompanhar as
Brigadas de Colheitas de Amostras no serviço desenvolvido pelas mesmas e os
inspetores em serviço externo, no âmbito de ações de fiscalização, inspeção e
investigação a operadores económicos na área económica e alimentar.
Este relatório aborda a descrição da entidade acolhedora, os procedimentos do
Plano Nacional de Colheita de Amostras (PNCA) e o acompanhamento de uma amostra
desde a colheita até ao laboratório, toda a análise estatística referente ao Plano
Nacional de Colheita de Amostras, descrições de ações de
inspeção/fiscalização/investigação contendo legislação aplicável a cada tema, sessões
de esclarecimento e por fim, algumas propostas de melhoria.
Concluindo, o PNCA permite-nos avaliar a segurança dos consumidores e prevenir
os possíveis riscos para o consumidor, já as ações de inspeção permitem-nos assegurar
o cumprimento da legislação em vigor, nas áreas alimentar e económica,
salvaguardando-se a livre concorrência entre os operadores.

This report is the result of the curricular internship as part of the Masters in Food Engineering at Escola Superior Agrária de Coimbra. It was carried out at ASAE (Economic and Food Safety Authority) and took place at the premises of the Regional Unit for the Centre, in Coimbra, with a duration of six months. The main objective of this internship was to know the dynamics of the institution, its needs and resources in a adaptive manner, as well as to monitor the Sample Collection Brigades in the service developed by them and to monitor the inspectors in external service, as part of surveillance, inspection and research activities for economic operators in the economic and food area. This report addresses the description of the host entity, the procedures of the National Sample Collection Plan (PNCA), monitoring of a sample from the collection to the laboratory, statistical analysis regarding the National Sample Collection Plan, descriptions of inspection/surveillance/investigation actions containing legislation applicable to each theme, debriefing sessions and, finally, some proposals for improvement. In conclusion, the PNCA allows us to the assessment of consumer safety and prevent possible risks for the consumer, while the inspection allows us to ensure compliance with current food and economic legislation, while safeguarding free competition between operators.
