A segurança de pessoas e bens tem vindo a ser partilhada pelo Estado com
privados, com interesses comerciais, sendo esta, no entanto, uma área passível
de conflituar com direitos, liberdades e garantias do cidadão.
A presente investigação constitui um singelo contributo para uma melhor
compreensão da dificuldade em avaliar a idoneidade dos candidatos a vigilantes
de Segurança Privada.
Os futuros vigilantes são co-responsáveis pela segurança da sociedade,
depositando o Estado confiança no exercício das suas funções e no respeito
destes pelos direitos do cidadão.
Nesta nova realidade, a avaliação de idoneidade será benéfica, ainda que com as
limitações legais impostas e os princípios constitucionais vigentes, focalizando-se
as dificuldades em materializar este procedimento.
People's and goods´ security has been shared by the State with the private sector, which has commercial interests. However, this is an area prone to conflict with the citizens' rights and freedoms. This research aims to be a humble contribution to a better understanding of the difficulty in assessing the suitability of candidates for private security guards. The future private security guards will be jointly responsible for society security. Therefore, the State will place its confidence on the performance of their duties and their respect for the citizens' rights. According to this new reality, the assessment of their suitability will be beneficial, despite the imposed legal restrictions and the existing constitutional principles, focusing on the difficulties in materializing this procedure.
