Nas últimas décadas, têm-se realizado em Portugal inúmeros Grandes Eventos (GE) de
nível internacional e até mundial, com diferentes caraterísticas quanto à sua natureza, dimensão
e sensibilidade. A Polícia de Segurança Pública (PSP) tem estado presente em todos eles,
planeando e executando operações de segurança de elevada complexidade, as quais têm vindo
a contribuir para o seu prestígio nacional e internacional, bem como para o prestígio do próprio
país enquanto destino seguro. No ano passado realizou-se em Portugal a Jornada Mundial da
Juventude (JMJ 2023), no que terá sido o evento de maior dimensão já realizado em território
nacional, implicando a articulação das forças de segurança pelo Secretário-Geral do Sistema de
Segurança Interna (SGSSI), através das suas competências legais de controlo. Este GE,
consequentemente, deu origem à maior operação de segurança da PSP, na qual empenhou cerca
de 10 mil polícias. As operações de segurança implementadas em GE englobam uma estrutura
de comando e controlo dedicada.
Partindo da abordagem teórica do conceito comando e controlo, o nosso trabalho
desenvolveu um estudo de caso sobre a JMJ 2023, procurando caracterizar aspetos relevantes
do seu funcionamento. Para tal foram realizadas entrevistas ao SGSSI e a oficiais da PSP que
participaram nos 3 níveis de comando e controlo, as quais foram sujeitas a uma análise de
conteúdo temática. Os resultados evidenciam, entre outros aspetos, a importância do devido
dimensionamento das estruturas dedicadas, desde o planeamento até à execução da operação,
bem como a imprescindibilidade da componente logística e a crescente relevância dos meios
tecnológicos de apoio à decisão policial.
In recent decades, numerous Major Events (GE) have been held in Portugal at an international and even global level, with different characteristics in terms of their nature, size and sensitivity. The Public Security Police (PSP) has been present in all of them, planning and executing highly complex security operations, which have contributed to its national and international prestige, as well as to the prestige of the country itself as a safe destination. Last year, World Youth Day (WYD 2023) was held in Portugal, in what was reportedly the largest event ever held in Portugal, involving the articulation of the security forces by the Secretary General of the Internal Security System (SGSSI), through his legal control powers. This GE, consequently, gave rise to the PSP´s largest security operation ever, in which it engaged about 10 thousand police. The security operations implemented in GE encompass a dedicated command and control structure. Based on the theoretical approach of the command and control concept, our work developed a case study on WYD 2023, seeking to characterize relevant aspects of its functioning. To this end, interviews were conducted with the SGSSI and with PSP officers who participated in the 3 levels of command and control, which were subject to a thematic content analysis. The results show, among other aspects, the importance of the proper dimensioning of the dedicated structures, from planning to the execution of the operation, as well as the indispensability of the logistical component and the growing relevance of information technology supporting the police decision process.
