| dc.description.abstract | A situação atual, da nossa sociedade, caracteriza-se pela mudança. Não na questão de forma mas na questão de tempo. A velocidade a que ocorre exige uma resposta imediata e sustentada o que não se compadece com atuações reativas. Neste quadro, é fundamental a implementação de Políticas Estratégicas, de forma a prever os perigos e riscos, mas também aproveitar as oportunidades existentes como meio de reforçar desenvolvimento Nacional. No essencial, a questão da visão estratégia permite delimitar medidas, orientações e ações, tendo em vista o cenário previsto em determinado domínio. Este processo é tanto mais eficaz quanto mais integrado e global for a abordagem. O Conceito Estratégico de Defesa Nacional (CEDN) tem por objetivo a consecução da Política de Defesa Nacional, no quadro de ameaças e oportunidades existentes no presente. Devido à abrangência da questão de Defesa Nacional, é fundamental o contributo do mais vasto espetro da sociedade. O domínio da ameaça é lato, difícil de delimitar, global, pelo que os componentes da Defesa Nacional não se restringem ao vetor militar. Apesar do atual CEDN derivar apenas um Conceito Estratégico Militar, foi preocupação do legislador, estabelecer interfaces com a definição de Políticas de diversos setores de forma a contribuírem para a Defesa Nacional. Redunda, inclusivamente, no estabelecimento de um contributo estratégico da Defesa Nacional, para o desenvolvimento económico. Define-se um contexto económico onde a Defesa Nacional acrescenta um fator de inovação e dinamismo que deve ser fator determinante, no contexto da competitividade, do tecido empresarial nacional. A definição da Política Defesa Nacional deve ser abordada na lógica da intemporalidade e da responsabilidade intergeracional, não só pelos custos dos investimentos diferidos por várias gerações (longo prazo), mas também no necessário contributo ao seu bem-estar. Neste contexto, é fundamental identificar o potencial contributo da Defesa Nacional no âmbito do Desenvolvimento Sustentável, atribuindo-lhe uma importância estratégica na obtenção dos objetivos definidos. Desta forma, Portugal estancará ameaças existentes, aproveitará oportunidades surgidas e preparará o futuro das novas gerações. Abstract: The current situation, of our society, is characterized for the change. Not in the procedural question but in the question of time. The speed that one occurs demands an immediate and supported reply which is not condole with reactive actions. In this picture the implementation of strategic policies, as a form to foresee the dangers and risks, but also the existing chances as half to strengthen National development. In the essential the question of the strategic vision allows to delimit measured, orientations and shares in view of the scene foreseen in determined domain. This process in such a way more efficient the more is integrated and global it will be the boarding. The Strategical Concept of National Defence has for goals the achievement of the National Defence Policy, in the picture of threats and existing chances in the present. Due to the extend of the question of National Defence the contribution of the vastest spectre of the society is basic. The domain of the threat is broad, difficult to delimit, global, for what the components of the National Defence are not restricted to the military vector. Although the current Strategical Concept turns aside only one Military Strategic Concept, was concern of the legislator, to establish interfaces with the definition of policies of diferent sectors of form to contribute for the National Defence. It results, inclusively, in the strategical establishment of one contribution of the National Defence, for the economic development. A economic context is defined where the National Defence adds a factor of innovation and dynamism that must be determinant factor, in the context of the competitiveness, of the national enterprise fabric. The definition of the National Defence Policy must be approaches in the logic of timeless and the intergeneration responsibility, not only for the costs of the investments differed for some generations (long stated period), but also in necessary contribution to its well-being. In this context it is basic to identify the potential contribution of the National Defence in the context of the Sustainable Development and attributing a strategical importance to it attainment of the definite goals. In such a way Portugal will stanch existing threats will use to advantage appeared chances and will prepare the future of the new generations. | por |
