Este Trabalho de Investigação Aplicada (TIA) visa analisar a participação da Guarda Nacional Republicana (GNR) na Rede Atlas e identificar as consequências que advêm deste facto, quer para a segurança nacional, quer para o ordenamento jurídico interno de Portugal.
Para a sua realização utilizaram-se diferentes fases e métodos de investigação. O método utilizado foi a análise documental e o inquérito por entrevista.
Na primeira parte do trabalho foi elaborado um enquadramento teórico sobre o Terrorismo e a Rede Atlas, englobando a sua definição, génese, objectivos, enquadramento legal e a estrutura orgânica.
Na segunda parte do TIA foram realizados três inquéritos por entrevista diferenciados.
No final deste trabalho concluiu-se que a Rede Atlas é uma ferramenta muito importante
para combater o Terrorismo, pelo que torna-se imperativo a manutenção da participação
da GNR na Rede Atlas.
Propõe-se um investimento e um reforço na participação da GNR na Rede Atlas,
nomeadamente no que diz respeito a pertencer a um grupo de trabalho.
Abstract This essay aims to study the GNRs participation in the Atlas Network and to identify its consequences to national security and to the law system in Portugal. To perform this essay different investigation methodologies were used, such as documental analysis and inquiry by interview. In the first part of this essay, the theoretical concepts concerning the Atlas Network were approached, its origin, its objectives, its organic structure and its legal frame. The definitions of terrorism were also analysed. In the second part of the essay, three inquiries by interview were applied. At last it was concluded that the Atlas Network is a very important tool used in the fight against terrorism. Therefore GNR should continue participating in it. It is recommended that GNR should participate more in the Atlas Network, becoming a member of a Work Group.
