dc.description.abstractA Estratégia de Segurança Marítima da União Europeia é um documento orientador das entidades com responsabilidade na produção de segurança marítima, na qual se enquadra a Guarda Nacional Republicana e, especificamente, a Unidade de Controlo Costeiro. A presente investigação pretende indagar o papel da Guarda Nacional Republicana na consecução da Estratégia de Segurança Marítima da União Europeia, nomeadamente as relações que a Guarda Nacional Republicana estabelece com os seus parceiros, os instrumentos utilizados no cumprimento dos objetivos estabelecidos e os meios utilizados na execução da estratégia. Na investigação utilizou-se o modelo hipotético-dedutivo, uma vez que o estudo visou a verificação de hipóteses e a resposta a perguntas derivadas, com o fim último de responder à questão central:“Qual o contributo da Guarda Nacional Republicana para a consecução da Estratégia de Segurança Marítima da União Europeia?”. Foi utilizada uma amostra de 10 oficiais, com funções na Unidade de Controlo Costeiro, na qual foram realizadas entrevistas presenciais individuais à totalidade da amostra. Para análise analítica dos dados utilizou-se a metodologia proposta por Manuela Sarmento (2013). Relativamente aos resultados, não se verificaram grandes diferenças no tipo de ameaças combatidas pela Unidade em toda a costa portuguesa. Adicionalmente, a Guarda Nacional Republicana estabelece parcerias importantes com entidades externas e internas, assumindo-se a Guardia Civil como o principal parceiro. Conclui-se que a Guarda Nacional Republicana mantém a preocupação na conservação de um ambiente seguro no mar territorial e na costa, com efeitos visíveis na segurança marítima europeia. A instituição foca atenções na consecução da Estratégia de Segurança Marítima da União Europeia com especial relevo para a partilha de informações constante e para a realização de ações conjuntas de forma permanente.pt_PT
dc.description.abstractThe Maritime Security Strategy of the European Union is a guiding document of the entities responsible for the production of maritime safety, which includes the Republican National Guard and specifically the Coastal Control Unit. The present investigation intends to question the role of the Republican National Guard in the achievement of the European Union Maritime Safety Strategy, namely the relations that the Republican National Guard establishes with its partners, the instruments used to achieve the objectives established and the means used in the execution of strategy. The hypothetical-deductive model was used in the investigation, since the study aimed the verification of hypotheses and the answer to questions derived, with the ultimate purpose of answering the central question: "Which is the contribution of the Republican National Guard for the Maritime Safety Strategy of the European Union?". A sample of 10 officers, with functions at the Coastal Control Unit, was used, in which individual face-to-face interviews were carried out for the entire sample. For analysis of the data, it was used the methodology proposed by Manuela Sarmento (2013). Regarding the results, there were no major differences in the type of threats fought by the Unit across the Portuguese coast. In addition, the Republican National Guard establishes important partnerships with external and internal entities, assuming the Civil Guard as the main partner for most of the interviewees. It is concluded that the Republican National Guard maintains the concern in the conservation of a safe environment in the territorial sea and the coast, with visible effects in the European maritime safety. The institution focuses on the achievement of the European Union's Maritime Safety Strategy with special emphasis on constant information sharing and joint action on a permanent basis. Thus the Guard assumes a preponderant role in the maritime security of the European Union.pt_PT
