O Posto Avançado de Saúde é uma estrutura de saúde modular passível de ser projetada em missões operacionais. Atualmente ainda não dispõe de uma instrução técnica de emprego. O objetivo deste trabalho é propor requisitos para as capacidades médicas do Posto Avançado de Saúde que devem constar numa instrução técnica de emprego em missões de apoio à população civil após acidente grave ou catástrofe em Portugal Continental. Para tal, foram interpelados elementos da Saúde Naval, elementos que integraram a equipa sanitária na última missão de apoio à população civil (Incêndios de Pedrógão Grande, 2017) e, posteriormente, elementos chave das restantes entidades intervenientes na emergência médica no Plano Nacional de Emergência de Proteção Civil. Identificaram-se aquelas que devem ser as capacidades médicas do Posto Avançado de Saúde e, depois, compararam-se estas com as das estruturas homólogas das restantes entidades que apoiam a Autoridade Nacional de Emergência e Proteção Civil. Deste estudo resultaram propostas de requisitos para as capacidades médicas do Posto Avançado de Saúde a integrar na instrução técnica, nomeadamente a sistematização da estrutura funcional, os requisitos mínimos de formação e experiência da equipa sanitária, a atualização da relação de medicamentos, apósitos e equipamentos, e a atribuição de meios de evacuação.
The Advanced Health Post is a modular health structure which can be designed for operational missions. Currently, this structure does not have yet a technical instruction for employment. This work objective is to propose requirements for the Advanced Health Post medical capabilities that must be included in a technical instruction for employment in missions to support the civilian population after a serious accident or catastrophe in mainland Portugal. For that, Naval Health elements, those who were part of the health team in the last mission of support to the civilian population (Incêndios de Pedrógão Grande, 2017) and, subsequently, key elements of the remaining entities involved in medical emergency in the National Civil Protection Emergency Plan were inquired. Key medical capabilities of the Advanced Health Post were identified and, then, compared with those of similar structures of the other entities which support the National Authority for Emergency and Civil Protection. This study resulted in proposals for requirements for the Advanced Health Post medical capabilities to be included in the technical instruction, namely the functional structure systematization, the health team minimum training and experience requirements, the update of the list of medicines, dressings and equipment, and the allocation of means of evacuation.
