O presente trabalho de investigação aborda o tema “Biossegurança, Bioproteção e Defesa Biológica no Exército Português”.
O objetivo desta investigação consiste em identificar oportunidades de desenvolvimento estratégico no âmbito da biossegurança, bioproteção e defesa biológica no Exército Português. Ambiciona-se também, compreender e analisar o enquadramento da biossegurança, bioproteção e defesa biológica no Exército Português, a fim de identificar os domínios que apresentam maior necessidade de desenvolvimento.
Atualmente, a área da biossegurança, bioproteção e defesa biológica ainda carece de um desenvolvimento substancial. Todavia, aproveitando-se da conscientização natural que emergiu após a pandemia da COVID-19, compreende-se a imperativa necessidade de fortalecer este campo, superando eventuais limitações, a fim de aprimorar a capacidade de resposta diante de futuras situações semelhantes.
Assim, para a elaboração deste trabalho de investigação, optou-se por empregar o método indutivo, como estrutura orientadora do processo investigativo. Dessa forma, a pesquisa inicia-se com uma etapa teórica, baseada na revisão de literatura e análise documental, com o intuito de proporcionar um enquadramento conceptual à temática em questão, destacando a sua pertinência e atualidade. A colheita de dados foi realizada por meio de um focus group, cujo tratamento dos resultados fundamentou-se numa abordagem qualitativa, valorizando assim a sua profundidade e riqueza.
Os resultados obtidos possibilitaram a identificação das principais oportunidades de desenvolvimento estratégico da biossegurança, bioproteção e defesa biológica no Exército Português. Essas oportunidades englobam a exploração da posição estratégica da Comunidade dos Países de Língua Portuguesa, o investimento em projetos de investigação científica, o aprimoramento dos recursos materiais e aumento dos recursos humanos, e ainda a restruturação dos sistemas de segurança biológica levando em consideração a perspetiva das potenciais novas ameaças.
The present research work focuses on the topic “Biosafety, Biosecurity and Biological Defense in the Portuguese Army”. The aim of this investigation is to identify strategic development opportunities in the realm of Biosafety, Biosecurity and Biological Defense within the Portuguese Army. Additionally, the intention is to comprehend and analyze the framework of Biosafety, Biosecurity and Biological Defense in the Portuguese Army in order to identify the domains that require further development. Currently, the field of biosafety, bioprotection, and biological defense still lacks substantial advancement. However, recognizing the natural awareness that emerged following the COVID-19 pandemic, it is understood that there is an urgent need to strengthen this field, overcoming any potential limitations, in order to enhance the capacity to respond to future similar situations. Therefore, for the elaboration of this research work, the inductive method was chosen as the guiding structure of the investigative process. Consequently, the research starts with a theoretical stage, based on literature review and document analysis, aiming to provide a conceptual framework for the subject matter while highlighting its relevance and timeliness. Data collection was conducted through a focus group, and the treatment of the results relied on a qualitative approach, thus valuing their depth and richness. The obtained results allowed for the identification of the primary strategic development opportunities in biosafety, bioprotection, and biological defense within the Portuguese Army. These opportunities encompass leveraging the strategic position within the Community of Portuguese Speaking Countries, investing in scientific research projects, enhancing material and human resources, as well as restructuring the biological security systems while considering the perspective of potential new threats.
