| dc.description.abstract | Após a queda do muro de Berlim e com o final da guerra fria, a conflitualidade alterou-se radicalmente. Passando-se dos conflitos interestatais entre as antigas potências do mundo bipolar, característicos da “velha ordem”, a conflitos de predominância intraestatal, em que os novos actores neste mundo globalizado, intervindo e sobrepondo-se ao Estado, passaram a dominar a atenção da comunidade internacional, caracterizando uma “nova ordem”. A temática dos conflitos e da conflitologia adquiriu por isso, uma outra relevância, passando a associar intimamente, aspectos de segurança com o de desenvolvimento, pois “sem segurança não pode haver desenvolvimento e sem desenvolvimento não há segurança”. No continente africano, especialmente na África subsariana, esta dinâmica geoestratégica mundial, conduziu a um crescimento exponencial dos conflitos intraestatais, tendo contribuído para um maior protagonismo e intervenção de múltiplos actores internacionais no âmbito da prevenção e resolução de conflitos regionais. Esta intervenção, bi ou multilateralmente, tem contribuído para consolidar e reforçar as capacidades próprias dos africanos, com vista a operacionalizar a arquitectura de segurança continental, garantindo-lhes a capacidade de intervirem na gestão dos seus próprios conflitos regionais. Um desses actores é a Comunidade dos Países de Língua Portuguesa, que pretende adquirir projecção internacional pelo reforço da sua intervenção em África, visando projectar segurança e reforçar as capacidades dos seus Estados membros africanos, nomeadamente cooperando com as Organizações Regionais Africanas na consecução de estratégias de apoio ao desenvolvimento sustentado e à segurança participada. Permitindo afirmar-se como parceiro credível e privilegiado na ligação entre países, organizações e continentes, com poder para influenciar, cooperar e se necessário, intervir na prevenção e resolução de conflitos regionais em África. Abstract: After the fall of the Berlin wall and the end of the Cold War, the nature of conflicts changed radically. It transfered itself from the interstate conflicts, common between the old powers of the bipolar world, characteristic of the “old order”, to the predominantly intra-states where the new actors in this globalize world, intervening and overlapping the State, began to dominate the attention of the international community, characterizing the “new order”. The thematic of conflicts acquired, therefore, other relevance, starting to closely associate aspects of security with the ones of sustained development. Because “without security there can be no development and without development no security”. In the African continent, especially in sub-Saharan Africa, this new world-wide geostrategic dynamics, led to an exponential growth of the intra-states conflicts, having contributed to a bigger protagonism and intervention of multiple international actors in regional prevention and conflict resolution. This intervention, bi or multilateral, has contributed to consolidate and to strengthen the proper capacities of the Africans, with the propose of building the new architecture of continental security, that guarantee themselves the management of regional conflicts in their continent. One of those actors is the Community of the Countries of Portuguese Language, which intends to acquire international projection through the reinforcement of its intervention in Africa. Which aims to project security, strengthening the capacities of its African State members and cooperating with African Regional Organizations in the achievement of strategies of support to the supported development and the participated security. It will affirm itself as a privileged partner in the linking between organizations, countries and continents, with the ability to influence, cooperate and if necessary, intervene in the prevention and regional conflict resolution in Africa. | pt_PT |
