Abstract(s)
O presente estudo pretende analisar o Sistema de Eficiência Energética (SIEE) da Marinha Portuguesa como ferramenta no apoio à decisão nas medidas efetuadas como contributo para a execução dos objetivos nacionais, nomeadamente a neutralidade carbónica, e dos objetivos específicos estabelecidos no âmbito das infraestruturas.
Para atingir o proposto adotou-se um raciocínio dedutivo, uma estratégia qualitativa e um desenho de pesquisa do tipo estudo de caso.
O presente trabalho pretende analisar os diversos requisitos com impacto na implementação de medidas de eficiência energética e na prossecução do desenvolvimento do SIEE como ferramenta de apoio à decisão no aumento de impacto das medidas adotadas, na racionalização do investimento efetuado e como ferramenta de controlo do desempenho energético, especificamente ao nível das infraestruturas. A análise centrou-se na avaliação das capacidades atuais do SIEE, no normativo estabelecido, nos instrumentos financeiros disponíveis e em termos técnicos, em esclarecer a viabilidade do SIEE para um funcionamento autónomo no apoio à decisão na implementação de medidas de eficiência energética e no controlo do desempenho energético das infraestruturas sob administração da Marinha Portuguesa. Abstract: The present study intents to analyze the Energetic Efficiency Information System (SIEE) of the Portuguese Navy gains relevance, not only on the aggregation of consumptions and specification of the Portuguese Navy Infrastructures, but also as a tool of decision support on the energetic efficiency measures adopted as a contribute to the national objectives, specifically the carbon neutrality, and the established specific objectives regarding the infrastructures.
To achieve the proposed goal, a deductive reasoning was adopted, a qualitative strategy and a case study research design were adopted.
The present work analyzes the most relevant conditions on the implementation of energetic efficiency measures and in the pursuit of a SIEE development as effective Decision Support Tool on the maximization of impact of the energy efficiency energy measures and rationalization of the financial investment made, and as energetic performance tool of the Portuguese Navy infrastructures. The analysis focused in the evaluation of the current capabilities of the SIEE, on the established normative, on the financial instruments available and on technical terms, to clarify the viability of the SIEE to perform more autonomously as a decision support system on the implementation of energetic efficiency measures and as a control tool of the energetic performance of the Portuguese Navy infrastructures.
