Abstract(s)
A certificação de Oficiais de Quarto à Ponte (OQP’s) tem um importante papel para a segurança dos navegantes e da navegação. A inexistência de um modelo de certificação de OQP’s na Guarda Costeira de Cabo Verde (GCCV) motivou a presente dissertação, e como tal, no final da mesma pretende-se propor um modelo que possa preencher esta lacuna. Para isso foram definidas três questões fundamentais: quais os requisitos mínimos de formação, conhecimentos e certificação internacional para o desempenho das funções de OQP; quais as competências fundamentais para o desempenho das funções de OQP; e por último, mas não menos importante, que modelo de certificação de OQP será adequado à GCCV? Estas perguntas darão auxílio e orientação ao longo do desenvolvimento desta investigação, permitindo assim alcançar o objetivo definido na mesma. Para dar resposta a estas perguntas proceder-se-á a revisão da literatura e a aplicação de uma entrevista. A revisão da bibliografia tem como um dos objetivos fazer o enquadramento conceptual sobre as competências e as suas componentes tanto de modo geral, como específico, inerentes e ligadas ao desempenho das funções de OQP. Ainda na revisão bibliográfica apresentam-se as doutrinas e convenções intrínsecas ao treino e avaliação de OQP’s e uma suma narração sobre a GCCV e as suas missões. A entrevista foi o ponto-chave da investigação, complementando e comprovando algumas noções observadas durante a revisão da literatura, permitindo alcançar os objetivos definidos. Com a entrevista foi possível analisar o IGFLOT 08 (B), e aferir algumas regras dispostas no mesmo, permitindo chegar a determinadas conclusões e propor alterações. Após estas conclusões, passou-se à exposição, por tomos, daquilo que se propõe como um modelo adequado para a certificação de OQP’s da GCCV. Por último, esta investigação propõe um modelo e algumas sugestões de estudos futuros que visam contribuir para o desenvolvimento e modernização da GCCV, quer no âmbito do Search and Rescue (SAR), quer no âmbito da fiscalização.
The certification of the Officers of the Watch (OOW's) has an important role for the safety of sailors and navigation. The inexistence of a model for certification of the OOW's in the Cape Verde Coast Guard (CVCG) is the reason for this dissertation, and as such, at the end of it, it intends to propose a model that can fill this gap. For this purpose, three fundamental questions have been defined: what are the minimum training, knowledge and international certification requirements to perform the functions of an OOW; what are the fundamental competencies to perform the functions of an OOW; and last but not least, what model of certification of the OOW’s will be adequate to the CVCG? These questions will provide help and guidance throughout the development of this research, thus allowing us to reach the objective defined in this research. To answer these questions, a literature review and an interview will be conducted. One of the objectives of the literature review is to provide a conceptual framework about the competencies and their components, both in general and in specific competencies related to the performance of the functions of an OOW. The literature review also presented the doctrines and conventions intrinsic to the training and evaluation of the OOW's and a brief narrative on the CVCG and its missions. The interview was the key point of the research, complementing and proving some notions observed during the literature review, allowing the defined objectives to be reached. With the interview it was possible to analyze the IGFLOT 08 (B), and to assess some rules laid down in it, allowing to reach certain conclusions and propose changes. After these conclusions, we proceeded to display, by tomes, of what is proposed as an adequate model for the certification of the OOW's at CVCG. Finally, this research proposes a model and some suggestions for future studies aimed at contributing to the development and modernization of the CVCG, both in the scope of Search and Rescue (SAR) and in the scope of surveillance.
