Abstract(s)
As transformações urbanas preconizadas para Guimarães no âmbito da sua nomeação para Capital Europeia da Cultura, em 2012, motivaram a realização deste estudo comparado entre esta cidade e outras três ex-Capitais Europeias da Cultura: Avignon; Porto e Salamanca. O reconhecido interesse destas estruturas urbanas e respectiva reconfiguração no contexto daquele evento de escala internacional enquadram o espectro de motivações para a concretização desta dissertação.
Aborda-se a mudança de paradigma inerente à adequação dessas cidades ao programa desenvolvido para a realização da Capital Europeia da Cultura, complementada por uma análise reflexiva sobre os momentos mais assinaláveis relativos a reformas urbanas paradigmáticas ocorridas a partir dos finais do séc. XIX. Neste sentido, são equacionados os efeitos que essas mudanças trouxeram para a "identidade" das cidades a partir da altura em que se equacionam novos conceitos - na maior parte das vezes entendidos como estratégias de ajustamento às novas realidades, circunstâncias, constrangimentos e desafios do mundo cada mais designado de «globalizado». Questiona-se, para o efeito, a especificidade da noção de «regeneração urbana» ao nível dos procedimentos de actuação, implementação e transformação da cidade enquanto Capital Europeia da Cultura. Elabora-se, para uma melhor compreensão deste processo, uma
síntese histórica sobre a realização do evento, quer no que diz respeito às acções de candidatura, quer dos diferentes mecanismos a ter em conta na sua concretização.
O desenvolvimento desta investigação comparativa implicou critérios de selecção e de análise transversais às cidades casos de estudo, de modo a que fosse possível obter resultados comparados. A pesquisa encetada centra-se na vertente da transformação da morfologia urbana, considerando aspectos políticos, sociais e económicos. Metodologicamente, a dissertação estrutura-se em dados obtidos a partir da observação de referências documentais (como os relatórios apresentados no âmbito da celebração do evento), dissecando as capacidades e os equipamentos criados, o desenho urbano e o "lastro" deixado nas cidades estudadas.
O propósito é o de consubstanciar os dados e a informação assim destilada, sistematizada em notas de síntese (ora autónomas, ora co-relacionadas entre si), num contributo para a reflexão sobre a estratégia urbana de Guimarães enquanto Capital Europeia da Cultura de 2012, principalmente em termos das estruturas vivenciais e das marcas de pertença [re]criadas nas acções urbanas programáticas preconizadas para aquele acontecimento.
Abstract: The urban transformations recommended for Guimarães in the field of its nomination for European Capital of Culture, in 2012, motivated this comparative study between this city and three other former European Capitals of Culture: Avignon, Porto and Salamanca. The great interest about these urban structures and their reconfiguration in the context of such event of international importance fits with a set of motivations for the realization of this dissertation. It approaches the change of the paradigm intrinsic to the suitability of these cities to the program developed for the realization of the European Capital of Culture, complemented by a reflexive analysis of the most remarkable moments related to paradigmatic urban reforms that occurred from the end of the XIX century on. Therefore, it evaluates the effects that those changes brought to the “identity” of the cities since new concepts were considered – viewed most of the time as adjustment strategies to the new realities, circumstances and challenges of a developing “globalized” world. For that purpose, it questions the specificity of the notion of “urban regeneration” in what concerns the performance procedures, the implementation and the transformation of the city as European Capital of Culture. And for a better understanding of this process, it draws up an historic synthesis of the execution of the event, from the application procedures to the different mechanisms necessary to its execution. The development of this comparative study involved selection and analysis criteria, transversal to the studied cities, so that it was possible to obtain the comparative results. The initiated study focuses in the transformation of the urban morphology, considering politic, social and economic aspects. Methodologically, this dissertation structures information gathered from the observation of documentary references (such as the reports presented in the field of the event presentation), dissecting the capacities and the equipments created, the urban design and the “impact” left in the observed cities. The purpose is to consolidate the data and the information thus “distilled”, organized in concise notes (some independent, other co-related among themselves), in a contribute to the reflection on the urban strategy of Guimarães as European Capital of Culture in 2012, mainly in terms of the living experience structures and the property signs [re]created in the programmatic urban actions recommended for that event.
