| dc.description.abstract | O estado de degradação da qualidade do ambiente atual, de um modo geral, e o risco a que tem vindo a ser exposta a atmosfera terrestre, em particular, suscita muitas preocupações aos habitantes do planeta e que devem envidar todos os esforços no sentido de o preservar. Uma das formas de o fazer passa pelo uso de energias renováveis, como a energia eólica que tem sido aproveitada em terra, mas que cada vez mais se estudam formas de aproveitar o seu potencial no mar. Portugal possui sob sua soberania ou jurisdição vastos espaços marítimos que apresentam potencial para este fim. O objetivo deste trabalho é o de estudar o potencial do mar português em termos de aproveitamento da energia eólica offshore tentando identificar os locais onde tal poderá ser levado a efeito com maior facilidade e proveito. Para isso, são analisados dados recolhidos em diversas entidades publicas e privadas, a partir dos quais são construídos mapas com recurso a SIG e Análise Multicritério. É ainda estudada a questão legal deste problema uma vez que se enquadra no âmbito do ordenamento do espaço marítimo. Do estudo realizado podemos concluir que, de facto, os espaços marítimos sob soberania ou jurisdição portuguesa apresentam o potencial desejado para este fim, verificando também que o regime legal é adequado para o mesmo efeito. Conclui-se ainda que a tecnologia atual está suficientemente desenvolvida para que o aproveitamento da energia eólica offshore seja feito de forma sustentável. Finalmente, analisou-se o interesse e a importância que este assunto merece à Marinha e à Autoridade Marítimas Nacional como instituições fulcrais no âmbito do exercício da autoridade do Estado no mar a quem, por isso, caberá garantir que, também neste contexto, o mar português seja um ativo relevante para o Portugal e para os portugueses. | pt_PT |
| dc.description.abstract | The state of degradation of the environment quality, in general, and the risk to which the Earth's atmosphere has been exposed rises to many concerns for the inhabitants of the planet, that must join all their efforts to preserve it. One of the ways to do this, is to use renewable energy, such as wind energy that has been used so far on land, but more and more studies and trials are on course to exploit its potential offshore. Portugal possesses under its sovereignty or jurisdiction vast maritime spaces that presents huge potential for this purpose and which have already proved that this type of energy can be used with relative ease. The objective of this work is to study the potential of the Portuguese sea in terms of the use of offshore wind energy and trying to identify the places where it can be carried out with greater ease and profit. For this, data collected in several public and private entities has been analyzed and maps has been constructed using GIS and Multicriteria Analysis. The legal issue of this problem is also studied since it falls within the scope of maritime spatial planning. From this study, we can conclude in fact that maritime areas under Portuguese sovereignty or jurisdiction have the desired potential for this purpose, also verifying that the legal regime is suitable for the same effect. It is also concluded that the current technology is sufficiently developed so that the use of offshore wind energy is made in a sustainable way. Finally, it was analyzed the interest and importance that this subject deserves for the Navy and the National Maritime Authority, as central institutions in the exercise of the authority of the State at sea, to which it is necessary to ensure that, also in this context, the Sea is a relevant asset for Portugal and for the Portuguese. | pt_PT |
